Signing of a memorandum of Understanding (MOU) between JICA and development partners in relation to the development of Mass Rapid Transit (MRT) East-West Line


Japan International Cooperation Agency (JICA) has confirmed the ongoing collaboration with the European Investment Bank (EIB), French Development Agency (Agence Française de Développement: AfD), UK Export Finance (UKEF), and Kreditanstalt für Wiederaufbau (KfW) in regard to the future project on development of Jakarta MRT East-West Line. On May 31, 2023, representatives of each institution signed a Memorandum of Understanding (MOU).

MRT East-West Line is the next urban rapid transit system following Jakarta MRT North-South Line, which begin operated on March 2019 with Japan full support. Following Phase 1 of the project in DKI Jakarta administration area (Kembangan - Medan Satria), which JICA is currently assisting, the Phase 2 project is planned to extend to cover other administrative provinces such as Banten and West Java (Balaraja - Kembangan) and (Medan Satria - Cikarang).

For implementation of Phase 1, JICA is deploying assistance for the Phase 1 Stage 1 covering Tomang to Medan Satria. Basic designs and bidding documents have been established through JICA's Engineering Service loan. The provision of the first construction loan is planned within this fiscal year, to support the Government of Indonesia (GoI) target for commencement of construction in 2024.

This MOU between JICA and the development partner aims at the effective implementation of Phase 2 of the MRT East-West Line as future plans materialize. The MOU confirms that the railway technical specifications and standards adopted in Phase 1 will continue to be used, and that coordination and cooperation between development partners will contribute to the realization of a coherent development across the entire East-West Line, spanning approximately 90 km, and intellectual cooperation, among others.

JICA will continue to provide assistance for the development of the MRT and the improvement of urban transport infrastructure, the public transport system, and human resource development, to contribute to alleviating traffic congestion, reducing air pollution, and improving the investment environment in the Jakarta Metropolitan Area.
