The research project “Japan’s Development Cooperation: A Historical Perspective” of the JICA Ogata Sadako Research Institute for Peace and Development aims to objectively and empirically analyze the 60-year history of Japan’s development cooperation from various angles. The research results will be compiled into seven books written in Japanese.

“Japan’s Official Development Assistance (ODA) to the Philippines” by Dennis D. Trinidad, Background Paper No. 12, was only recently published in English. This paper provides useful knowledge, materials, and information for the aforementioned research project.

This paper examines Japan’s ODA to the Philippines from a historical perspective. It traces the evolution of aid institutions and policy framework, the disbursement patterns and strategic priorities of Japan’s assistance to the Philippines, and the evolving and deepening aid relations between the two nations. This case demonstrates that the interests of Japanese and Filipino leaders crucially shaped aid priorities and programs.
