The operating structure of the project is as follows.

Associated Project

Japanese Cooperation Project

The following two associated projects are operating in a coordinated manner with the project.

The Project for the Improvement of the Training on Civil Matters in the Royal School for Judges and Prosecutors of the Royal Academy for Judicial Professions

After implementation of Phase 1 (Nov 2005 to March 2008), Phase 2 (April 2008 to March 2012) project is now in operation.

The project was implemented during June 2007 to June 2009. Now the project is operating under the extended project term until June 2010. At first this project was implemented under the Development Partner Project scheme (2001-2002, 2002-2005) operated by the Japan Federation of Bar Associations.

The Chronology of the Project

2009JulMinutes of Meeting (M/M) to revise the PDM were signed.
2008AprThe project of the Legal and Judicial Development (Phase 3) commenced.
 

 

The Legal and Judicial Development Project (Phase 2) was terminated.
2007DecThe Civil Code was promulgated and enforced.
 NovThe draft of the Civil Code was passed in the Senate.
 OctThe draft of the Civil Code was passed in the National Assembly.
 JulThe Code of Civil Procedure was applied throughout the country.
2006OctThe terminal evaluation team made a decision to extend the term of Phase II project for one year.
 SepThe Code of Civil Procedure was promulgated and enforced.
 JunThe draft of the Code of Civil Procedure was passed in the Senate.
 MayThe draft of the Code of Civil Procedure was passed in the National Assembly.
2004AprThe Japanese Technical Cooperation for the Legal and Judicial Development Project (Phase 2)was commenced.
2003MarThe delegation of the ex-ante evaluations for the Legal and Judicial Development Project (Phase 2) was sent three times to Cambodia.
 

 

The Legal and Judicial Development Project (Phase 1) was terminated and the draft of the Civil Code and the Code of Civil Procedure was handed to the Minister of Justice.
2002MarThe delegation of the ex-ante evaluation team for the Legal and Judicial Development Project (Phase 1) was sent three times to Cambodia.
1999MarThe Japanese Cooperation to Support the Formulation of Key Government Policies (Phase 1) commenced.
 

 

Record of Discussions (R/D) was signed with the Ministry of Justice of Cambodia.
  A preliminary study team from the Japanese side was sent to Cambodia to Support the Formulation of Key Government Policies.
1998OctThe Japanese supporting groups on the Civil Code and the Code of Civil Procedure were established separately.
 MarThe preliminary study team was dispatched to Cambodia.
1997MayThe Japanese supporting groups for the Cambodian Legal and Judicial Decelopment Project was formed with participation from JICA, academics, Ministry of Justice of Japan, Supreme Court of Japan and Japan Federation of Bar Associations.
1996AugThe judicial system study team was sent to Cambodia.
1995 The supporting system was established in Japan, consisting of  Ministry of Foreign Affairs of Japan, JICA, Ministry of Justice of Japan, Supreme Court of Japan and the Japan Federation of Bar Associations.
1994 The Ministry of Justice of Cambodia requested legal and judicial development assistance from the Government of Japan.
