Summary of the Agriculture Sectoral dialogue on low-carbon technology

In 13th April 2017, low carbon technology assessment workshop hosted by MONRE and JICA for related stakeholders in Agriculture and LULUCF sectors was held in Hanoi. Participants for this event were researchers in Viet Nam and experts from ministries and agencies, NGOs, private sector and international cooperation organizations.

For agriculture sector, the following were discussed.

On-going activities and issues
  • Measures and technologies need to reflect the fact that agricultural business is mostly run by small farmers except for some that are operated by large enterprises.
  • There are some facilities to utilize biogas produced from livestock waste that are left unattended for maintenance, leading to increase in methane gas emission in some cases.
Standards for technology assessment
  • Ease of technology introduction, existence of system for continuous maintenance
  • Effects to the local economy
Co-benefits
  • To support implementation in small farming businesses, the key is to contribute to poverty reduction and to increase in labor and income.
Other issues
  • Biomass carbonization should be considered for future implementation as there are some preceding examples of tested and introduced technologies by foreign investors.
  • To improve maintenance system, it is also important to build capabilities on techniques to utilize existing networks such as the agricultural association, in addition to the service suppliers of the technology.

Next steps

  • Discuss possibility of introducing the suggested technologies in light of policy and technical barriers identified.
  • Determine assessment standards to be applied under this activity to prioritize low carbon technologies.
  • Identify policy barriers for introduction of the technologies. The result to be shared in the policy dialogue in August.

‘Low Carbon Technology Assessment' is conducted by MONRE and SPI-NAMA project with an aim to evaluate mitigation technologies to achieve GHG emission reduction target specified in the NDC (Nationally Determined Contributions) submitted by the Vietnamese government to the UNFCCC.
