The participants of the workshop
In 13th April 2017, low carbon technology assessment workshop hosted by MONRE and JICA for related stakeholders in Agriculture and LULUCF sectors was held in Hanoi. Participants for this event were researchers in Viet Nam and experts from ministries and agencies, NGOs, private sector and international cooperation organizations.
For LULUCF sector, the following were discussed.
On-going activities and issues |
- Activities to implement afforestation and conservation plan by MARD/VNForest and REDD+ programs are on-going.
- Scattered tree planting is not effectively implemented in many areas.

- Superiority in management efficacy
- Effects to the local economy

Co-benefits |
- Apart from carbon absorption, creating the source of income such as fruit and coffee production and how to increase the net income should also be discussed.
- Priorities should also be discussed from adaptation perspective such as mangrove rehabilitation to prevent coastal erosion and planting windbreak forest to minimize damage from typhoon.

Other issues |
- Normally, fast growing species are preferred in terms of carbon absorption and lumber production, however discussion should also include effects to the biodiversity.

Next steps
- Discuss possibility of introducing the suggested technologies in light of policy and technical barriers identified.
- Determine assessment standards to be applied under this activity to prioritize low carbon technologies.
- Identify policy barriers for introduction of the technologies. The result to be shared in the policy dialogue in August.
‘Low Carbon Technology Assessment' is conducted by MONRE and SPI-NAMA project with an aim to evaluate mitigation technologies to achieve GHG emission reduction target specified in the NDC (Nationally Determined Contributions) submitted by the Vietnamese government to the UNFCCC.
