Workshop participants during discussion
Hanoi, 18th May 2017, under the framework of the "Low carbon technology assessment project", Ministry of Natural Resources and Environment and the Japan International Cooperation Agency (JICA) co-organized the "Sector- based stakeholder's workshop for low carbon technology assessment" for 2 sub- sectors of wastes and fluorinated gases (F-gas). The workshop has the participation of Vietnamese experts and specialists from ministries and organizations, manufacturing and construction corporations, and international experts.
After the general session, the discussion was conducted separately for the 2 sub- sectors for wastes and F-gas.
For Waste sector, key discussion points can be summarized as follows:

- Available technologies by supporting country;
- Options on adequate support schemes.

- Cost (see below for detail);
- Vietnamese context (e.g. daily volume of waste in a region);
- In line with local masterplans.

Cost |
- Policies for Public-Private Partnership in Vietnam has been developed, yet need further improvement for attracting more investment.
- Low electricity price and garbage collection fee as key barriers for technology transfer.

Lessons learned |
- Case studies from other countries on selecting appropriate technology;
- Examples of projects already implemented in Vietnam: Waste-To-Energy (WTE) for industrial waste, CDM for tapioca factory;
- Actual cost in various projects should be indicated.

Other barriers for implementation |
- Low acceptance in fertilizer from composting.
- Difficult investment conditions for WTE projects (e.g. waste quality/ quantity, privilege in taxation)

The next step will be:
- Further elaboration of technologies in the technology list including information of donor side.
- Developing the set of prioritization criteria which enables each local authority to select adequate technology in line with their local masterplan.
- To identify barriers in policy for introducing technologies. The result will be shared at the Technology Dialogue to be held in August.
