"5th Action Plan Contest Award Ceremony" was held on February 22, 2020

Starting from 1959, JICA had invited more than 4,000 Turkish Government officers to Japan in order to offer them technical training on different subjects. Within this scope, JICA Turkey Office and JICA Alumni Association have been organizing the "Action Plan Contest" in order to encourage and support the participants' activities for the best use of training outcomes since 2015.

On Feb.22, 2020, the award ceremony was held with the participation of Minister-Counsellor Mr. Yoichi MIKAMI from Embassy of Japan. He kindly delivered opening remarks emphasising the importance of this event that contributed the good relations between Turkey and Japan.

The 1st finalist was Ms. Nurben DOGAN from Ministry of National Education in Ankara. She participated in the training on "Disaster Education" in 2019 within the frame of "School Based Disaster Education Project." The project was about a storybook that was designed for preschool and primary school children to raise earthquake awareness without being afraid. This educational book with animal heroes like a fable and titled "Drop-cover-hold on" was written, illustrated and graphic designed by Ms. Dogan to raise earthquake awareness in children.

The 2nd finalist was Mr. Ayhan HAZNEDAR from Ministry of Culture and Tourism who participated in "Human Resources Development Training Program in Eastern Black Sea Region" in 2017. His project was about establishing "Model Tea Plantation" with clone tea seedlings in a planned manner in accordance with the technique he learned in Japan, as well as to show the tea producers how to culture tea effectively. The project was implemented in ÇAYKUR in Rize and İyidere Governorate. As a result of this project, it is ensured that all cultural practices (fertilization, harvesting, areas with qualified clone tea seedlings suitable for machine agriculture. pruning, spraying, etc.) are carried out effectively as a result of the homogeneous establishment of tea plantation.

There were two 3rd finalist at the ceremony. One was Mr. Eren ARSLAN, Milas District Governor who participated in the training of "Capacity Development of State Territorial Representatives on Regional Development" in 2018. The project was inspired by Hokkaido Snow Festival. Milas district is the most common places of coastal aquaculture in Turkey and in May 2019, Milas International Fish Festival was held. At the festival, both national and international promotion of the district was achieved and fish production potential of Milas was emphasized. This festival is planned to be held in May every year and traditionalized.

The other 3rd finalist was Ms. Gülay DEMIRCIOGLU who was a counterpart in JICA Partnership Program on "Improving the Capacity to Improve the Risk Management Based Sewage System in İzmir" which has been implemented in cooperation with Izmir Water and Sewerage Administration (IZSU). The asset management model of General Directorate of Construction in Sendai Municipality was taken as a model. Balçova was chosen as the pilot region because it had the appropriate criteria in terms of population density and surface area. Then, map studies and camera imaging studies of the sewerage system were carried out to obtain the data of this pilot region. Based on the data, ‘Risk Map' of Balçova district was created by conducting risk assessment studies. A work flow chart was prepared and intervention methods were selected according to the obtained risk values. As a result of these studies, an improvement and renewal plan covering the years of 2019-2023 has been prepared by determining the planning time and overall cost.
