Details of Implementation
This Request for Proposal (RFP) is an initiative led by JICA DXLab, aiming to select a technology solution provider for the Bengaluru Transport Stack development. The primary objective of this initiative is to develop and maintain the Bengaluru Transport Stack, an open data exchange platform, to enhance commuter experience and foster innovation by integrating the transport ecosystem of Bengaluru with deploying a variety of use cases for citizens, transport operators, governments, and businesses. The development and implementation effort shall broadly encompass the following:
- 1 . Planning and design (project roadmap: milestones, timelines and KPIs, PRDs and TRDs documentation, wireframes, infra setup, app design and architecture design)
- 2 . Build and test (dev sprints, APIs integration, security compliance, testing and bug fixing, documentation)
- 3 . Deployment (launch, user-guides and admin training, knowledge transfer)
- 4 . Maintenance and stabilization support
Timeline
The implementation is scheduled for eleven months, where an initial phase is from May to June 2025 and a subsequent phase is scheduled from July 2025 to March 2026.

Project Context
Japan International Cooperation Agency (JICA) is a governmental agency that coordinates official development assistance (ODA) for the Government of Japan to promote socio-economic growth in partner countries. JICA supports sustainable development in partner countries including JICA through finance, technical cooperation and grant. In India, JICA has been a long-standing development partner for metro network development including Mumbai.
JICA DXLab is a mechanism within JICA that spearheads the digital transformation initiative based on its portfolio projects and programs to achieve greater socioeconomic impact. JICA DXLab particularly focuses on the development and adoption of digital public infrastructure (DPI) and artificial intelligence (AI), aiming to leverage data and digital solutions. JICA DXLab has been leading the development of Delhi Transport Stack, a novel DPI that is equipped with data interoperability framework and a data exchange platform at its core and provides access to key transport data and ancillary services to enable multiple value propositions for citizens, transport operators, governments, and business/entrepreneurs, fostering multimodal mobility and data-driven innovation ecosystem.
Based on the ongoing success in Delhi Transport Stack, JICA DXLab now envisions to develop and driveBengaluru Transport Stack with key transport sector stakeholders in Bengaluru and an aspirational digital partner that will be selected through this RFP.

Prasad currently serves as the Chief Secretary, Department of Transport. He has been at the forefront of several key reforms that focus on digitization of transport services, integration of multimodal systems, and adoption of emerging technologies to enhance commuter experience and operational efficiency.
Under his leadership, the department is driving initiatives aimed at building a unified Transport Stack-an open, interoperable digital platform to streamline transport operations, enable innovation, and provide better access to services for citizens and operators alike. His role involves strategic oversight, cross-departmental coordination, and aligning technology projects with long-term policy objectives.
Dr. N. V. Prasad’s commitment to scalable, sustainable, and tech-enabled public mobility is shaping the future of transport governance in the state, ensuring that digital public infrastructure becomes a cornerstone of urban transformation.

JICA has been working closely with Mumbai Metro Rail Corporation (MMRC) on the development of metro railway network and urban mobility in Mumbai, both financially and technically.
On top of these ongoing efforts, JICA DXLab is now sponsoring the Mumbai Transport Stack, which embodies our commitment to promoting socio-economic development through digital transformation. JICA DXLab's role includes providing strategic oversight, technological expertise, and financial support and ensuring that the initiative is aligned with local needs and global best practices in DPI and AI.

PoC Implementation Requirements
Eligibility for Participation
An eligible bidder must have an legal entity in India, with minimum 2 years of experience in software development, data management, and technological innovation (custom app / software). Details eligibility will be provided in the RFP.
Only eligible bidders will be considered for technical evaluation and invited for the proposal presentation session. Post-presentation, technical bid evaluation will be made based on the assessment of the technical proposal and presentation. Subsequently, shortlisted bidders clearing the minimum cutoff technical score will progress to the commercial bid evaluation. The combined technical and commercial evaluation scores for each shortlisted bidder will then determine a selected bidder (Digital Partner) with the highest score.
Primary scope of work
Cloud Platform Setup
- Setup and manage the Bengaluru Transport Stack Cloud Platformas DPI including compute, storage, and network resources, to support multiple use cases.
- Establish the Integration Layer to enable connectivity with data sources
- Setup the Data Layer to ingest, store, and manage datasets from integrated sources and manual uploads
- Implement end-to-end security measures for the cloud platform and data, aligned with relevant standards and government guidelines based on data types
- Enable CI/CD (continuous integration / continuous delivery) through fully automated DevOps pipelines for all components (front-end and back-end) built, tested, and deployed
- Develop the Business Services Layer, comprising replicable products and services in the form of Digital Public Goods (DPGs)
Web Portal cum Marketplace
- Design and develop a web console that acts as a unified portal and marketplace for the Bengaluru Transport Stack users (e.g., app developers, transport operators).
- Scope of work for the Web Portal cum Marketplace includes:
- Feature definition and technical specification based on provided documentation
- Design of user journeys and workflows
- Development of front-end and back-end wireframes
- Implementation of front-end and back-end modules
- Development of back-end services to support portal functionality
- Seamless integration across front-end, back-end, and underlying services
Use Case Implementation
- Implement quick win use cases for the initial phase including the following:
- End-to-end integrated journey planning
- Integrated ticketing
- Feeder Network Analysis and Integration of Feeder Bus Service/ B2B charter services
- Micro-mobility service discovery and booking
- Further drive the above quick win use cases and implement additional use cases
