Participants acquire knowledge and technique of community policing after learning the system and activities of Japanese community policing. | Governance | Participatory Local Social Development (PLSD) - An Emerging Discipline for Sustainable Local Development through Functional Collaboration between Local Government and People | Chubu Center | English | Many developing countries have been promoting decentralization reforms to attend the diversified
needs of local societies and realize sustainable development, but it has not been very successful in
many cases. The salient key for its breakthrough is to develop an effective mechanism of functional
collaboration between local government and people, coupled with community empowerment and based on
the particular feature of respective areas. This course will present the theory and practice of
PLSD, as an alternative paradigm to realize the above. PLSD has already been adopted in many countries including Japan for years, producing various encouraging outcomes. It will provide participants with an opportunity to explore sustainable development of their respective areas, using innovative analytical framework to understand local community properly to identify the specific elements and factors for their own development, which has been beyond the scope of conventional development theories. |

This program provides opportunities to learn the accumulated experiences gained through past disasters in Japan and focuses on helping participants gain basic knowledge and improve their understanding of practical skills in disaster risk reduction (DRR) to minimize the damages by natural disasters through workshops, lectures, and site visits regarding development of local DRR plans. By participating in this program, participants are expected to contribute to implementing SFDRR 2015-2030, especially accomplishing and promoting global targets (c)(d), and (e) in their own countries. |

The program mainly targets participants from countries that have not yet signed or ratified the CTBT, which is a part of the Japanese government's efforts to bring the CTBT into force as soon as possible. The training aims to strengthen the practical ability and judgmental skills related to improving the safety and functions of dams by learning Japanese technologies. The participants are expected to apply the knowledge gained in the training to their work back home, and to acquire abilities equivalent to field office managers (director level at the dam management office of MILT) in the future. |

This course aims to learn (1)basic concepts necessary to ensure functional continuity of critical buildings, through understanding design methods and technologies, (2)pre-disaster investment measures (seismic diagnosis methods and seismic reinforcement for existing buildings), and (3)response measures (emergency risk level assessment, recovery technical guidelines, etc.), thereby contributing to strengthen earthquake risk countermeasures for critical buildings. |
