The global economic outlook remains uncertain due to the worldwide spread of the coronavirus since early 2020, as well as Russia's invasion of Ukraine in 2022.
Emerging and developing countries, in particular, are facing a difficult economic situation as the need for coronavirus countermeasures continue, while rising energy and food prices put pressure on people's livelihoods and the risk of capital outflows increases as the United States begins to tighten its monetary policy. Increasing government debt level is also a concern, and Sri Lanka, which defaulted in 2022, has faced social unrest and a political crisis. Concerns about debt performance are growing in other countries as well, which could lead to geopolitical risks.
Meanwhile, even before the coronavirus crisis, the global economy has entered a new phase. These include the movements toward self-prioritization and anti-globalization, and the expansion of hegemony of emerging countries as seen in China's "One Belt, One Road" policy and others. Moreover, in the area of employment issues, it has been pointed out that the manufacturing industry, which once drove development in Asia, may no longer contribute to growth and employment, and that the labor market, including in developed countries, is polarizing and inequality is widening.
This forum will welcome Joseph E. Stiglitz, Nobel laureate in economics and professor at Columbia University, to discuss how the world can recover and create a more resilient social economy in this troubled global economy, focusing on emerging and developing economies.
Joseph E. Stiglitz is a professor in economics at Columbia University. He is the author of numerous well-known books and articles on public economics, the economics of information and global economics. He has served as Chairman of the President's Council of Economic Advisers and Chief Economist at the World Bank. He is also the co-founder and president of the Initiative for Policy Dialogue (IPD), a non-profit research initiative at Columbia University, and has been active in providing policy analysis and recommendations for developing countries. IPD and JICA Ogata Research Institute have conducted several joint research projects on industrial policy and African development since 2008 and are currently working on the fifth round of collaborative research and analysis on global employment issues.
