Project Outline The objective of the Project is to enhance transportation efficiency, reduce vehicle operating cost, improve travel time and enhance economic integration between the Southern part of Luzon and Metro Manila through construction of an expressway connecting Kawit, Cavite (where Cavite Coastal Expressway ends) and Mamplasan, Laguna (an interchange of South Luzon Expressway), out of which ODA will be utilized for the South-Eastern Section, Laguna Section.
