Revision point : Chapter 2, Section 1.07 (3) and Note 3 of Chapter 2.
In the previous version of the Guidelines, based the "One Bid Per Bidder" principle, a firm (including its affiliates), if acting in the capacity of sub-contractor in one bid, may participate in other bids, only in that capacity. Under the current revision, it does not limit a firm (including its affiliate) participating in one Bid individually or as a member of a JV and at the same time, the firm (including its affiliate) participating in other Bids as a subcontractor but NOT acting as a specialized subcontractor. A firm (including its affiliate) acting as a specialized subcontractor or as a subcontractor in any Bid may participate in other Bids as a specialized subcontractor or as a subcontractor. Please see below for the detail of revision points. This revision is effective from April 1, 2023.
