Course List and Outline of Knowledge Co-Creation Program (Group and Region Focus) JFY2022

Governance Organization Management for Senior Police Officers Tokyo Center English This seminar is offered to senior police officers. The participants learn democratic system and activities of Japan Police, thus acquiring the knowledge and experience necessary for future senior executives. They share the challenges they face and discuss how to deal with those issues.
Governance International Criminal Investigation Tokyo Center English This program is offered to middle-ranking officials, especially for officials of international criminal investigation or Mutual Legal Assistance in criminal matters. Participants have opportunities to identify the common understanding and challenges each country is facing in the field as well as to consider measures to deal with them by observing how Japanese police have worked in this field.
Governance Community Policing Tokyo Center English This KCCP is targeted for officers of central police agency in each country. Participants acquire knowledge and technique of community policing after learning the system and activities of Japanese community policing. They also have a chance to know the educating system of police officers. Furthermore participants share their own activities for community policing and discuss how to improve their system.
Governance Criminal Identification Tokyo Center English In order to improve police activities such as criminal investigation and corpse identification, during the course, the participants will gain knowledge on technology and the system mainly on fingerprint and palm print identification.
Governance Countermeasures Against Cybercrime Tokyo Center English In this KCCP, the participants will learn how the Japanese police deals with cybercrime in terms of investigation technique, legislation, cooperation with the private sector and digital forensics. The program also provides them an opportunity to strengthen collaboration and cooperation among national police of Japan and participating countries.
Governance Counter International Terrorism Tokyo Center English In this KCCP, participants who have professional expertise on counter terrorism are expected to share their experience and learn how Japanese police has implemented their countermeasures against international terrorism. This program also aims to establish and enhance close cooperative relationship among participating countries and Japan in the field of international terrorism prevention.
Governance Control of Drug Offences Tokyo Center English Japan is promoting drug crime investigation using the latest technology. This seminar will share with you the investigation techniques, knowledge and experiences of Japan in combatting drug crimes, and help you establish the international network against transnational drug crimes.
Governance Governmental Human Resource Management for Senior Officials Tokyo Center English This course provides an opportunity to compare and study systems and practices of personnel administration and its principle in Japan and participating countries
It aims to contribute to the improvement of personnel administration in participating countries by enhancing abilities of policy planning of executive officials who involve in personnel administration policy planning.
Governance Public Personnel Administration for Middle Level Officials Tokyo Center English This course is designed for middle-ranking officials (Deputy director level) of the central personnel administration agencies which is responsible for the personnel management of government officers. Participants will study about systems and practices of personnel administration and its principle in Japan and participating countries and also consider measures for problems they face in their countries.
Governance Government Audit on Public Construction Works Tokyo Center English In auditing public works, it is essential to verify not only the accounting aspects, but also the designing, cost estimation, construction and usage after completion. This seminar aims to enhance SAI auditor's ability of public works audit by sharing experience and knowledge of SAI Japan, thereby contributing to improvement of social infrastructure, which leads to further development in their countries.
Governance National Government Administration for Senior Officials Tokyo Center English The way of public administration contributing to the socioeconomic development in the developing countries will be reviewed. As reference, a postwar development process and recent socioeconomic trends in Japan will be introduced from the view of policy formulation and implementation while also including historical factors and social background.
Governance Participatory Local Social Development (PLSD) Chubu Center English For self-reliant and sustainable community development, it is fundamental to analyze the capacity of local community in terms of a local societal system and locally shared resource utilization to capacitate the local organizations. Based on PLSD theory and framework developed by former Associate Prof. Ohama, the participants will acquire both theory and practical methodology to strengthen social basis for self-reliant.
Governance Capacity Building of Local Governments for Development with Community Participation (A) Hokkaido Center (Sapporo) Spanish This course provides opportunities for officers of municipalities as well as of central governments responsible for regional development to learn experience and approaches regarding local governance and community participation in Japan, and to be able to effectively play a role in regional development in their own countries.
Governance Local Governance (A) Tokyo Center English This program is designed for middle-ranking officials of central and local government responsible for local administration. It covers a wide range of subjects regarding the systems and practices of local administration, finances and taxes of Japan. By comparing Japan's cases to their own, participants will analyze issues of their local government systems and propose applicable solutions.
Governance Enhancement of Local Government Administration and Public Services through Participatory Local Development Kansai Center English It is necessary to link knowledge and resources of individual organizations through collaboration with various organization in the region for effectively promoting regional development by local government. Participants are expected to acquire not only the theory and methods of Participatory Approach but also the attitude and the way of thinking as a community development practitioner through this KCCP (The Knowledge Co-Creation Program).
Governance Criminal Justice (Focus on Investigation, Prosecution, Adjudication, and International Cooperation) Tokyo Center English This course is organized by the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), an institution known worldwide for its high-quality international training courses and seminars in the crime prevention and criminal justice (CPCJ) sector. This course targets officials engaged in CPCJ and consists of lectures by experts from Japan and the other countries, group discussions and visits to relevant organizations, on issues of international interest in the field of CPCJ. The goals of the course are to share knowledge, experiences, challenges and best practices, and to enhance practice in the field of CPCJ. At the same time, we will provide opportunities to build an international network that will contribute to achieving these goals.
Governance Improving Access to Justice to Realize SDG 16 Tokyo Center English This seminar is designed to promote and facilitate discussions on possible measures for improving the access to justice in each participant's coutry, by introducing current situation, systems, and past and present efforts to improve access to justice in Japan, and by allowing opportunities for each participant to share issues and experiences on access to justice in each country.
Governance Management of Correctional Facilities and Rehabilitation of Offenders Tokyo Center English This programme is organized by the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), an institution known worldwide for its high-quality international training courses and seminars in the crime prevention and criminal justice (CPCJ) sector. This programme targets officials engaged in CPCJ and consists of lectures by experts from Japan and the other countries, group discussions and visits to relevant organizations, on the issues of: i) safe, efficient and effective management of correctional facilities ii) rehabilitation of offenders and/or juveniles in conflict with the law etc. The goals of the programme are to share knowledge, experiences, challenges and best practices, and to enhance policy and practices in the field of CPCJ. At the same time, we will provide opportunities to build an international network that will contribute to achieving these goals.

Governance Public International Law Focused on Law of the Sea and Peaceful Settlement of International Dispute (A) Kansai Center English This seminar is designed to improve the capacity of practicing the internationl law in each participant's country by allowing an oppotunity to learn the Law of the Sea and the mechanism for peaceful settlement of international dispute as well as by introducing the role of the public international law from the point of view of the rule of law in the international society.
Governance Criminal Justice Response to Vulnerable Groups (e.g. Reoffender, Female and Child Victims) Towards Inclusive Society Tokyo Center English This program deals with criminal justice issues on: (1) preventing reoffending; and (2) female and child victims etc. Towards the development of an inclusive society, this program takes a practical approach to addressing difficulties which offenders face in their social reintegration and adequate ways to protect and treat female and child victims etc. involved with the criminal justice system. The targets of the program are: the police, prosecution, courts, prison, probation, other institutional and community corrections services, and other criminal justice organizations with similar responsibilities. Participants are expected to share their knowledge and skills and to strengthen their capacity to build an inclusive society in their respective countries. Governance Theory and Practices in Official Statistics for Monitoring Sustainable Development Goals (SDGs) Tokyo Center English To build the institutional capacity of national statistical systems to produce basic statistics related to the sustainable development indicators by training on internationally agreed statistical standards, frameworks, and methodologies. The training course also introduces current good practices and how these may be adapted at the country level in modernizing their statistical business processes.
Governance Competition Law and Policy -Laying the Foundation for Promoting Competition- Kansai Center English This course is designed for officials of competition (related) authorities. The course will provide participants with the theoretical lectures on competition law and policy in Japan by academics, as well as practical exercise by JFTC officials. In comparison with the situation in Japan, participants are expected to analyze the challenges in respective country and find its solution.
Governance Electoral Management in Democratic Countries Tokyo Center English This course aims to co-create knowledge on a credible electoral management and will include topics on, but not limited to, voter registration, polling, sorting, counting, result management, voter and civic education, electoral system, electoral policy, media and elections, and elements of democracy.
Governance The Role of Media in Democratic Countries - Access to Information and Function as a Watchdog Tokyo Center English This seminar mainly focuses on the Public Service Broadcasting, which is expected to report without being influenced by the state power or the market. The participants of the seminar also learn Japan's media administration, the dual system of the public and the private media, and self-regulatory system to protect freedom of expression.
Economic Policy Financial Regulation and Supervision Tokyo Center English In the globalized economy, financial crisis could give a considerable influence to other economy. Well-organized operational system to regulate and supervise financial institutions is significant. This course provides experiences and knowledge on financial supervision administration in Japan and respective participant countries, and promote improvement of financial stability and supervision. (This course in JFY2022 particularly focus on bank supervision in order to enhance effectiveness of a designated period of the course. In addition, the course also aims to respond the global tide of financial supervision area through delivering lectures that focus on AML (Anti Money Laundering) / CFT (Countering the financing of Terrorism).
Economic Policy Monetary Policy and Central Bank Operations-Sharing Practical Experiences among Asian Countries Tokyo Center English In the globalized economy, a country's financial and monetary policy could give a considerable impact to other economy.The central bank(CB)'s role in macroeconomic policy operation and financial stabilization is important and its capacity development is significant.This course provides training on the CB's role and designing financial and monetary policy to the director level of the CBs in Asian countries.
Economic Policy Stock Exchange Development Tokyo Center English This program aims at stock exchange development through a series of lectures and discussions on securities market operation, self-regulation, and other issues related to securities market development. Participants will examine the way to tackle the bottleneck and promote the development of stock exchange in each country.
Economic Policy Necessary Policy Measures for Financial System Including SME Finance in NIS Countries Tokyo Center Russian This seminar is designed for officials of financial regulatory authorities, officials from ministries responsible for SME development and officials from Bankers Assosiation in NIS (New Independent States).
Economic Policy Strengthening Development Finance Institutions (DFIs) in SADC Countries Tokyo Center English As global trends in development financing, Development Finance Institutions (DFIs) are increasingly expected to play crucial roles of the governmental financial support in recent years. This is not only because of DFI's primary function of investment and financing, but also because of growing recognition that DFIs can play key roles, in both nation and regional basis, in promoting public and private collaboration, domestic resource mobilization, blending finance, project formulation, and finance arrangement. This course targets officials of DFIs, in SADC countries and nearby countries concerned, and provides them interactive lectures and discussions focus on roles and functions of DFIs as financial institutions, and strengthening capabilities of implementation of project as well as execution of relevant financial schemes in corporation with various actors concerned. The program also contains introduction of practical cases in Japan and Asia.
Economic Policy Collaborative Program between WB and JICA : Assessing and Managing Debt-related Fiscal Risks Tokyo Center English To present practical methods for striking the right balance in the cost-risk tradeoff of each government debt portfolio, for reducing vulnerability caused by financial risks, operational risks, and contingent liabilities, JICA will host a program on government risk management focusing on contingent liabilities in collaboration with the World Bank.
Economic Policy Customs Administration (A) Kansai Center English Traditionally, Customs administrations have looked at their national issues such as collecting their revenue as well as protecting their borders. However, recently, Customs administrations have been facing new challenges, such as increasing transport amount by ship and plane, the progress of logistics, the promotion of trade facilitation under the WTO regulation, and tackling against international crimes. The course is designed to enhance the knowledge of customs administrators to meet such challenges.
Economic Policy International Taxation for Asian Countries Tokyo Center English This Seminar was established in 2007 and is designed for middle-class officials who are engaged in tax examination in international taxation at national tax authorities of Asian countries. Through the Seminar participants are expected to master the knowledge of international taxation and to promote their proper implementation in participating countries. This Seminar provides participants with lectures, discussions and tasks like preparing reports in order to foster the common view throughout each country about the international taxation rule.
Economic Policy International Seminar on Taxation (General) Tokyo Center English This seminar was established in 1968 and is designed for mid-level officials on tax administration in developing countries. It covers a wide range of Japanese tax administration, tax law, and others. Lecturers invited include those of the Organization for Economic Cooperation and Development (OECD) for an intensive program.
Economic Policy International Seminar on Taxation (Advanced) Tokyo Center English This Seminar was established in 1974 and is designed for senior officials on tax administration in the developing countries. It provides participants with lectures on Japanese tax administration as well as discussions and presentation on tax issues faced by the tax authroties in each participating country.
Information and Communication Technology (Utilization of ICT) Capacity Building for ICT Project Planning (A) (Ex. e-Government, e-Education, e-Health, e-Agriculture, etc.) Kansai Center English This program is designed for the participants who are responsible for designing and implementing projects against social issues in governmental institutions which could be solved by applying ICT. Participants will learn how to analyze and identify social issues through an active learning model "TANKYU Practice",using case studies close to the actual real-world practice.

Information and Communication Technology (Utilization of ICT) Strengthening of Cooperation Among Organizations Against Cyberattacks(A) Kansai Center English Cybersecurity risk is increasing along with the progress of the digital economy. It is difficult to defend against cyberattacks singlehandedly as threats rapidly diversify, advance and proliferate within a short period. It is therefore extremely important to build a network of information sharing within several entities. This program aims to offer knowledge and skills for establishing and managing information sharing organizations (i.e. ISACs: Information Sharing and Analysis Centers) for entities such as critical infrastructure operators to effectively exchange and analyze information on cybersecurity.

Information and Communication Technology (Utilization of ICT) Policy Making in a Digital Age Tohoku Center English Digitalization of economies and societies are accelerating globally including developing countries. It is reported that conventional ICT policies may be insufficient to address issues across multiple sectors, and thus lead to decline in international competitiveness. This program aims to contribute to the promotion of digital economies in developing countries by enhancing digtal-related policy making capabilities through learning analysis frameworks and the efforts of other countries including Japan.
Information and Communication Technology (Utilization of ICT) Policy Making of Space Technology Utilization for SDGs Tokyo Center English For the government officials and/or other staffs related to the space development and its utilization, this program covers the legislation, the implementation structure, the utilization of useful satellite data, and the space-related industry promotion, etc., which are necessary for making the policies and basic plans regarding the utilization of space technology that contribute to the achievement of SDGs. This program is designed to gain a wide range of knowledge on the utilization of space technology as well as the development itself. And also it promotes the introduction of government-related plans using the space technology.
Information and Communication Technology (Utilization of ICT) Capacity Building in International Law and Policy Formation for Enhancement of Measures to Ensure Cybersecurity Tokyo Center English This program aims to strengthen and promote Cybersecurity measures by capacity building in international law and policy formation for Cybersecurity. The targeted officials engaged in Cybersecurity policies in developing countries will be provided with opportunities to learn international law and policies on Cybersecurity and the measures taken in Japan, to consider how to apply in their own countries.

Gender and Development Gender Mainstreaming Policies for Government Officers (A) Kyushu Center English This program aims to enhance capability of the National Machinery, other ministries or administrative bodies to disseminate the perspective of gender mainstreaming and gender equality in the design, implementation, monitoring and evaluation of policies and plans in various field.
Gender and Development Promotion of Networking among ASEAN Countries on Anti-Trafficking in Persons Tokyo Center English Since anti-Trafficking in Persons has become serious in Asian countries, it must be tackled promptly and accurately. However, it is impossible to tackle with it by only one country. Establishing network as a wide area issue is essential. This course aims to enhance mutual understanding on anti-Trafficking in Persons especially prevention and protection and to promote more effective regional cooperation.
Gender and Development Gender and Diversity in Disaster Risk Reduction Tohoku Center English Each participant is expected to understand how to strengthen Disaster Risk Reduction (DRR) and Climate Change Adaptation, through women's participation by learning problems and good practices from Japan's efforts of related organizations and disaster experience and by sharing examples by participant countries on DRR and its adaptation to Climate Change from perspectives of high risk groups of the society (women, children, the elderly, persons with disabilities, etc.)
Gender and Development Promotion of Women's Business and Entrepreneurship in Africa Yokohama Center French In promoting sustainable and high-quality economic growth, it is important to create an environment in which women can demonstrate their abilities and promote equal participation in economic activities. However, in African countries, women are still limited in their access to a variety of resources and opportunities, including markets and financial services, and are unable to fully demonstrate their capabilities. Under these measures, this course will support strengthening of the administrative capabilities of African countries to promote women's entrepreneurship and business. Specifically, this course provides opportunities to shares the current situation, issues, knowledge, and lessons learned from female entrepreneurs and government officials who support women's economic independence in Africa and in Japan. This course also promotes understanding of the importance of formulating business and management strategies from the perspective of gender equality and women's engagement.
Gender and Development Women's Economic Empowerment through Business in SICA Region Chugoku Center Spanish The seminar will introduce initiatives by governments both at central and prefectural level especially in Chugoku Region to promote women's economic activities and participantion in labour,including support for female entrepreneurs and improvement of working conditions for female workers. The seminar aloso facilitates sharing good practices and challenges in promoting women's economic empowerment in Japna and SICA member countries in order to further promote women's economic independence in eache of SICA member countries.
Gender and Development Eradicating Sexual and Gender-Based Violence (SGBV) Tokyo Center English This program is to discuss and understand the effective approach to eradicate Sexual and Gender-Based Violence (SGBV) through prevention, protection of victims, autonomy and social reintegration of victims, and punishment and rehabilitation of perpetrators. It includes to learn the know-how and experiences by public sector and private sector against SGBV in Japan. The participants will develop action plans to enhance the interventions to eradicate SGBV in each country.
Peacebuilding Statebuilding in Conflict-Affected Countries Chugoku Center English It is crucial for security-related government officials in conflict-affected countries to have clear and distinctive images on ideal governing system (including legal and democratic ones) in order to prevent reoccurrence of conflicts. This course targets conflict-affected countries in which JICA supports and aims to strengthen the network among relevant institutions in each country.
Peacebuilding Capacity Development of Local Government for Community Rebuilding in Conflict-Affected Countries Chugoku Center English The course will focus on the relevance of community rebuilding to peacebuilding and the roles of local government and communities therein. Reference will be made to Japan's experience in local development, local government system, as well as post-war and post-disaster reconstruction processes. Participants will also share and learn views and experiences from other participants.
Peacebuilding Trust Building by Capacity Development of Local Government Leaders in G5 Sahel and Neighboring Countries Chugoku Center French This course aims to promote understanding of the peacebuilding efforts to rebuild local communities in the G5 Sahel countries and neighboring countries affected by the conflict/crisis, and the roles to be played by local government leaders, and to develop their leadership skills. As a reference, the program will introduce Japan's local development, local government system, and post-war and post-disaster recovery experiences, as well as exchange views with Japanese leaders on local development and local governance. In addition, participants will share with each other of knowledge, experiences, and issues on local governance.
Evaluation Capacity Building for Improved "Project Evaluation" Design, Implementation and System Institutionalization Kansai Center English Project evaluation is highly important to conduct better project formulation and project implementation by utilizing lessons obtained from past projects, and to ensure accountability to stakeholders of projects. Through this KCCP based on JICA's project evaluation, participants are expected to enhance their capacity by learning design, implementation methodologies and system of the project evaluation.
Education Quality Physical Education in School Education Tsukuba Center English As stated in "International Charter of Physical Education and Sport" (UNESCO, 1978), access to physical education (PE) and sports is regarded as one of the basic human rights, while developing countries are facing various difficulties. This course focuses on dissemination and quality improvement of PE at schools through introduction of Japanese experience and discussions among participatory countries.
Education Overcoming "Learning Crisis" in Middle East: Educational Administration, Finance and School Management in a Best Performing Prefecture in Japan -Ishikawa Hokuriku Center Arabic To achieve SDGs and to address the "learning crisis", reform of comprehensive education policy and its implementation become some of the key issues for the international assistance including financial support. This course aims to develop the capacity of management of educational administration through learning of Japanese practices of local government as well as school level activities.
Education Improvement of Quality of Education through Lesson Study Hokuriku Center English This training is designed for the personnel in the primary and/or junior secondary education fields (pedagogical inspector, school adviser, instructor or professor of INSET/PRESET Inst, head or senior teacher) to acquire deeper understanding and facilitation skill of Lesson Study, and it also encourages the establishment of network within the participated countries for improvement of quality of education.
Education Ensuring Quality Learning through Enhanced School Management -From the Perspective of Community- Wide Collaboration Shikoku Center English Participants learn practical method of improving the function of school management committee with community participation for enhancing access and quality of primary education (especially basic academic skills of children on mathematics and literacy). After this course at each country, participants are expected to conduct training for school and community based on the method they acquire in this program.
Education Leadership Training on Improvement of Teaching Method for Science Education for Francophone Countries in Africa Shikoku Center French This program is designed for inspectors and trainers who are expected to take leadership to manage teacher training and instruct teachers' lesson improvement in order to improve teachers' teaching method for science education to respond high demand on improvement of teachers' pedagogy performance in Francophone Africa.
Education Strengthening Inclusive Education Practice for Children with Disabilities-Lesson Planning to Support All Children Tsukuba Center Spanish Recent year, Japan promotes the Inclusive Education System, considering each special needs for children. This program shows Japan's experience in Inclusive Education/ Special Needs Education.
