Governance Counter International Terrorism Tokyo Center English In order to combat international terrorism, which poses a serious threat to the international order based on universal values such as freedom, democracy, human rights, and the rule of law, it is essential to strengthen the capacity of law enforcement agencies as well as international coordination and cooperation among law enforcement agencies.
In this KCCP, participants who have professional expertise on counter terrorism are expected to share their experience and learn how Japanese police has implemented their countermeasures against international terrorism. This program also aims to establish and enhance close cooperative relationship among participating countries and Japan in the field of international terrorism prevention.
Governance Competition Law and Policy -Laying the Foundation for Promoting Competition- Kansai Center English This course is designed for officials of competition (related) authorities. The course will provide participants with the theoretical lectures on competition law and policy in Japan by academics, as well as practical exercise by JFTC officials. In comparison with the situation in Japan, participants are expected to analyze the challenges in respective country and find its solution.
Governance Criminal Justice (Focus on Investigation, Prosecution, Adjudication, and International Cooperation) Tokyo Center English This course is organized by the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), an institution known worldwide for its high-quality international training courses and seminars in the crime prevention and criminal justice (CPCJ) sector.
This course targets officials engaged in CPCJ and consists of lectures by experts from Japan and the other countries, group discussions and visits to relevant organizations, on issues of international interest in the field of CPCJ.
The goals of the course are to share knowledge, experiences, challenges and best practices, and to enhance practice in the field of CPCJ. At the same time, we will provide opportunities to build an international network that will contribute to achieving these goals.
Governance Improving Access to Justice to Realize SDG 16 Tokyo Center English This seminar is designed to promote and facilitate discussions on possible measures for improving the access to justice in each participant's coutry, by introducing current situation, systems, and past and present efforts to improve access to justice in Japan, and by allowing opportunities for each participant to share issues and experiences on access to justice in each country.
Governance Management of Correctional Facilities and Rehabilitation of Offenders Tokyo Center English This programme is organized by the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), an institution known worldwide for its high-quality international training courses and seminars in the crime prevention and criminal justice (CPCJ) sector. This programme targets officials engaged in CPCJ and consists of lectures by experts from Japan and the other countries, group discussions and visits to relevant organizations, on the issues of:
i) safe, efficient and effective management of correctional facilities  ii) rehabilitation of offenders and/or juveniles in conflict with the law etc. The goals of the programme are to share knowledge, experiences, challenges and best practices, and to enhance policy and practices in the field of CPCJ. At the same time, we will provide opportunities to build an international network that will contribute to achieving these goals.
Governance Enhancing Policy and Practice in the Field of Crime Prevention and Criminal Justice (Senior Seminar) Tokyo Center English This seminar is organized by the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), an institution known worldwide for its high-quality international training courses and seminars in the crime prevention and criminal justice (CPCJ) sector.
This seminar targets high-ranking officials engaged in CPCJ and consists of lectures by experts from Japan and the other countries, group discussions and visits to relevant organizations, on themes in line with the latest international trends in the field of CPCJ.
The goals of the seminar are to share knowledge, experiences, challenges and best practices, and to enhance policy and practice in the field of CPCJ. At the same time, we will provide opportunities to build an international network that will contribute to achieving these goals.
Governance Criminal Justice Response to Corruption Tokyo Center English This course is organized by the United Nations Asia and Far East Institute for the Prevention of Crime and the Treatment of Offenders (UNAFEI), an institution known worldwide for its high-quality international training courses and seminars in the crime prevention and criminal justice sector.
This course targets officials engaged in anti-corruption and consists of lectures by experts from Japan and other countries, group discussions and visits to relevant organizations on issues related to the implementation of the United Nations Convention Against Corruption.
The goals of the course are to share knowledge, experiences, challenges and best practices, and to enhance practice in the field of anti-corruption. At the same time, this course will provide opportunities to build an international network that will contribute to achieving these goals.
Governance Public International Law Focused on Law of the Sea and Peaceful Settlement of International Dispute Tokyo Center English This seminar is designed to improve the capacity of practicing the internationl law in each participant's country by allowing an oppotunity to learn the Law of the Sea and the mechanism for peaceful settlement of international dispute as well as by introducing the role of the public international law from the point of view of the rule of law in the international society.
Governance Organization Management for Senior Police Officers Tokyo Center English In order to realize the rule of law and guarantee fundamental human rights, it is essential that the police, as a law enforcement agency, be administered democratically. This seminar is offered to senior police officers. The participants learn democratic system and activities of Japan Police, thus acquiring the knowledge and experience necessary for future senior executives. They share the challenges they face and discuss how to deal with those issues.
Governance International Criminal Investigation Tokyo Center English In order to realize the rule of law and guarantee basic human rights in the midst of increasing cross-border crimes, it is necessary to strengthen international cooperation and international collaboration among law enforcement agencies as well as to strengthen the capacity of law enforcement agencies in each country.This program is offered to middle-ranking officials,especially for officials of international criminal investigation or Mutual Legal Assistance in criminal matters.Participants have opportunities to identify the common understanding and challenges each country is facing in the field as well as to consider measures to deal with them by observing how Japanese police have worked in this field.
Governance Community Policing Tokyo Center English In order to realize the rule of law and guarantee basic human rights, it is necessary to ensure the safety and peace of local communities. In Japan, community policing activities are based on police boxes (Koban) and residential police boxes (Chuzaisho), working closely with local communities and in cooperation with local residents, businesses, and local governments.This KCCP is targeted for officers of central police agency in each country. Participants acquire knowledge and technique of community policing after learning the system and activities of Japanese community policing. They also have a chance to know the educating system of police officers. Furthermore participants share their own activities for community policing and discuss how to improve their system.
Governance Criminal Identification Tokyo Center English In order to realize the rule of law and guarantee fundamental human rights, it is essential that law enforcement agencies such as police departments conduct investigations fairy based on evidence.
In order to improve police activities such as criminal investigation and corpse identification, during the course, the
participants will gain knowledge on technology and the system mainly on fingerprint and palm print identification.
Governance Countermeasures against Cybercrime Tokyo Center English  With the increasing threat of cybercrime, international collaboration and cooperation among law enforcement agencies has become essential, as well as strengthening the capacity of law enforcement agencies in each country to promote the rule of law in cyberspace.
In this KCCP, the participants will learn how the Japanese police deals with cybercrime in terms of investigation technique, legislation, cooperation with the private sector and digital forensics. The program also provides them an opportunity to strengthen collaboration and cooperation among national police of Japan and participating countries.
Governance Control of Drug Offences Tokyo Center English In order to confront transnational criminal organizations engaged in drug smuggling and trafficking, which pose a serious threat to the safety of civil society and the rule of law, international collaboration and cooperation among law enforcement agencies are essential, as well as capacity building of law enforcement agencies. Japan is promoting drug crime investigation using the latest technology. This seminar will share with you the investigation techniques, knowledge and experiences of Japan in combatting drug crimes, and help you establish the international network against transnational drug crimes.
Governance Electoral Management in Democratic Countries Tokyo Center English Credible electoral management is essential to achieve fair elections which are the foundation of democracy. This course aims to co-create knowledge on a credible electoral management and will include topics on, but not limited to, voter registration, polling, sorting, counting, result management, voter and civic education, electoral system, electoral policy, media and elections, and elements of democracy.
Governance The Role of Media in Democratic Countries - Access to Information and Function as a Watchdog Tokyo Center English In order to maintain a sound democratic country, it is essential to guarantee freedom of speech, which is one of the fundamental human rights, and for the media to fulfil its function of monitoring power. This seminar mainly focuses on the Public Service Broadcasting, which is expected to report without being influenced by the state power or the market. The participants of the seminar also learn Japan's media administration, the dual system of the public and the private media, and self-regulatory system.
Governance Inclusive Criminal Justice: Empowering Marginalized Groups by Enhancing Access to Justice and Reducing Reoffending Tokyo Center English This program deals with criminal justice issues on: (1) preventing reoffending; and (2) female and child victims etc.
Towards the development of an inclusive society, this program takes a practical approach to addressing difficulties which offenders face in their social reintegration and adequate ways to protect and treat female and child victims etc. involved with the criminal justice system.The targets of the program are: the police, prosecution, courts, prison, probation, other institutional and community corrections services, and other criminal justice organizations with similar responsibilities. Participants are expected to share their knowledge and skills and to strengthen their capacity to build an inclusive society in their respective countries.

Governance Governmental Human Resource Management for Senior Officials Tokyo Center English This course provides an opportunity to compare and study systems and practices of personnel administration and its principle in Japan and participating countries
It aims to contribute to the improvement of personnel administration in participating countries by enhancing abilities of policy planning of executive officials who involve in personnel administration policy planning.
Governance Public Personnel Administration for Middle Level Officials Tokyo Center English This course is designed for middle-ranking officials (Deputy director level) of the central personnel administration agencies which is responsible for the personnel management of government officers. Participants will study about systems and practices of personnel administration and its principle in Japan and participating countries and also consider measures for problems they face in their countries.
Governance Government Audit on Public Construction Works Tokyo Center English In auditing public works, it is essential to verify not only the accounting aspects, but also the designing, cost estimation, construction and usage after completion. This seminar aims to enhance SAI auditor's ability of public works audit by sharing experience and knowledge of SAI Japan, thereby contributing to improvement of social infrastructure, which leads to further development in their countries.
Governance National Government Administration for Senior Officials Tokyo Center English The way of public administration contributing to the socioeconomic development in the participating countries will be reviewed and a better plan will be proposed. As references, the postwar development process and the recent socioeconomic trends in Japan will be introduced from the view point of policy formulation and implementation based on the historical and social background.
Governance Participatory Local Social Development (PLSD) Chubu Center English For self-reliant and sustainable community development, it is fundamental to analyze the capacity of local community in terms of a local societal system and locally shared resource utilization to capacitate the local organizations.
Based on PLSD theory and framework developed by former Associate Prof. Ohama, the participants will acquire both theory and practical methodology to strengthen social basis for self-reliant.
Governance Capacity Building of Local Governments for Development with Community Participation(A) Hokkaido Center (Sapporo) Spanish This course provides opportunities for officers of municipalities as well as of central governments responsible for regional development to learn experience and approaches regarding local governance and community participation in Japan, and to be able to effectively play a role in regional development in their own countries.
Governance Community Based Development with Local Residents as Main Actors Yokohama Center English This program is designed for field workers engaging in community development on site. The taget field workers are either local government staff or NGO/CBO staff. Participant will have opportunity to learn effective community facilitation concept and method of community-led development. These initiative will lead to become an improved community-led development by fully mobilizing local resources.
Governance Local Governance Tokyo Center English This program is designed for middle-ranking officials of central and local government responsible for local administration. It covers a wide range of subjects regarding the systems and practices of local administration, finances and taxes of Japan. By comparing Japan's cases to their own, participants will analyze issues of their local government systems and propose applicable solutions.
Governance Theory and Practices in Official Statistics for Monitoring Sustainable Development Goals (SDGs) Tokyo Center English To build the institutional capacity of national statistical systems to produce basic statistics related to the sustainable development indicators by training on internationally agreed statistical standards, frameworks, and methodologies. The training course also introduces current good practices and how these may be adapted at the country level in modernizing their statistical business processes.
Governance Business and Human Rights Tokyo Center English Under the Guiding Principles on Business and Human Rights approved by the UN Human Rights Council in 2011, each signatory is expected to develop the necessary legislation to protect workers' rights within the nation and in any international business activities, and establish judiciary/non-judiciary grievance mechanism to remedy business-related human rights violations, while the private sector is expected to promote human rights due diligence (hereinafter HRDD) in order to identify, prevent, and mitigate negative impacts to workers' rights, and to establish effective grievance mechanism for individuals and communities. This training course aims to disseminate the efforts and good practices of Japanese line ministries, as well as companies and civil society organizations in charge of the implementation of the "Action Plan on Business and Human Rights (2020-2025)" to a wide range of human rights-related ministries in developing countries, and contribute to their promotion of HRDD.

Gender and Development Gender Mainstreaming Policies for Government Officers Kyushu Center English This program aims to enhance capability of the National Machinery, other ministries or administrative bodies to disseminate the perspective of gender mainstreaming and gender equality in the design, implementation, monitoring and evaluation of policies and plans in various field.
Gender and Development Promotion of Networking among ASEAN Countries on Anti-Trafficking in Persons Tokyo Center English Since anti-Trafficking in Persons has become serious in Asian countries, it must be tackled promptly and accurately. However, it is impossible to tackle with it by only one country. Establishing network as a wide area issue is essential. This course aims to enhance mutual understanding on anti-Trafficking in Persons especially prevention and protection and to promote more effective regional cooperation.
Gender and Development Gender and Diversity in Disaster Risk Reduction and Climate Change Tohoku Center English Each participant is expected to understand how to strengthen DRR and climate change adaptation through women's participation by learning problems and good practices from Japan's efforts of related organizations and disaster experience and by sharing examples by participant countries on DRR and climate change adaptation from perspectives of high risk groups of the society (women, children, the elderly, persons with disabilities, etc.)
Gender and Development Promotion of Women's Business and Entrepreneurship in Africa Yokohama Center English In promoting sustainable and high-quality economic growth, it is important to create an environment in which women can demonstrate their abilities and promote equal participation in economic activities. However, in African countries, women are still limited in their access to a variety of resources and opportunities, including markets and financial services, and are unable to fully demonstrate their capabilities. Under these measures, this course will support strengthening of the administrative capabilities of African countries to promote women's entrepreneurship and business. Specifically, this course provides opportunities to shares the current situation, issues, knowledge, and lessons learned from female entrepreneurs and government officials who support women's economic independence in Africa and in Japan. This course also promotes understanding of the importance of formulating business and management strategies from the perspective of gender equality and women's engagement.
Gender and Development Women's Economic Empowerment through Business in SICA Region Chugoku Center Spanish The seminar will introduce initiatives by governments both at central and prefectural level especially in Chugoku Region to promote women's economic activities and participantion in labour,including support for female entrepreneurs and improvement of working conditions for female workers.
The seminar aloso facilitates sharing good practices and challenges in promoting women's economic empowerment in Japna and SICA member countries in order to further promote women's economic independence in eache of SICA member countries.
Gender and Development Eradicating Sexual and Gender-Based Violence (SGBV) Tokyo Center English This program is to discuss and understand the effective approach to eradicate Sexual and Gender-Based Violence (SGBV) through prevention, protection of victims, autonomy and social reintegration of victims, and punishment and rehabilitation of perpetrators. It includes to learn the know-how and experiences by public sector and private sector against SGBV in Japan. The participants will develop action plans to enhance the interventions to eradicate SGBV in each country.
Transportation Bridge Maintenance Kyushu Center English The program aims to contribute to building a sustainable, safe, and reliable road transportation network by considering road infrastructure facilities in developing countries as assets, conducting preventive maintenance and management through a series of cycles of planning, implementation, and evaluation, and extending the service life of infrastructure facilities and enhancing their sustainability.
This training program will include training in Japan and monitoring activities. The training in Japan will provide participants with an understanding of the bridge maintenance and management system in place in Japan, and practical training on bridge inspection and diagnosis to improve the bridge maintenance and management capabilities of road managers. As monitoring activities, the quality of training will be improved by forming a post-training monitoring and feedback system.
Transportation Sustainable Port Development and Planning (for Port Engineer) Yokohama Center English This program provides lectures regarding development and planning of "ports and the waterfront area including industrial location" ranging from the basics of civil engineering to the outcomes of leading-edge research. Through session of case study of ports and the waterfront areas, participants will create action plans after lectures and inspections and will then presnt and discuss such action plans.
Transportation Policy and Engineering on Intelligent Transport Systems (ITS) Tokyo Center English Traffic demand in the developing countries is rapidly increasing, and it is necessary to expand public transportation system and road capacity and, enhance traffic safety. ITS assists to enhance the efficiency and safety of existing road network using real-time information. This program is aimed to formurate the action plan and enhance the practical capacity to introduce ITS in each country.
Transportation Traffic Safety(A) Kansai Center English Participants shall learn the overview of the experiences, knowledge and countermeasures for traffic safety accumulated in Japan through lectures/site visits. The subjects are (1) Traffic enforcement including traffic police system, collection and analysis of accident data, and driving license system, (2) Traffic safety education and campaign, (3) Traffic safety facilities, (4) Emergency rescue system, (5) Traffic safety policy, (6) Operation management of passenger and cargo transport company, etc.
Transportation Project Management in Infrastructure Development for Civil Engineers Yokohama Center English In late years, the procedures for public works in developing countries become more complicate due to the intermingling of ODA projects and their own national systems. This course is offered for executive officers(incluede the candiates to be executive officers)in charge of project management in central government and so on. The purpose of this course is to strengthen the capacities of formulating project management system and measures by reviewing the own situation and problems and summarizes Action Plan utilizing the knowledge and technology learned.
Transportation Road Asset Management(A) Tokyo Center English "Road Asset Management" is to implement a maintenance plan, which is to minimize the life cycle cost of road assets, such as pavements, bridges, tunnels and other road structures. The purpose of the program is to enhance skills for implementing Road Asset Management by acquiring necessary knowledge and techniques for appropriate maintenance works and maintenance plan.
This program is set as the one of five clusters in JICA Global Agenda (Transportation), and it contributes to the construction of sustainable, safe, and reliable road traffic networks.
Transportation Road Administration Tokyo Center English Road development has considerable social and economic impacts in developing countries with insufficient social infrastructure. This Knowledge Co-Creation Program aims to develop the capacity of planning, developing, administrating and maintaining roads for the government technical officials involved in road administration. This course is implemented as a part of JICA's "Road Asset Management" Cluster in it's Global Agenda "Transport and Traffic", which contributes to the construction of a sustainable, safe, and reliable road transportation network by conducting preventive maintenance and management of road infrastructure facilities.
Transportation Comprehensive Bridge Engineering Kansai Center English This program will provide comprehensive bridge engineering such as design of bridges, construction/construction supervision and maintenance/repair of various types of bridges through case study and site visit in Japan.
Transportation Strengthening Surveys and Inspections for Ship Safety Yokohama Center English By obtaining knowledge and information of IMO maritime conventions to Ship and PSC Inspectors and administration officials, to ensure the enforcement of proper safety inspection to convention ships and PSC. (IMO certificated course)
And by obtaining proper safety regulations and the rationalized inspection system for non-convention ships, to promote improvement of safety standards and pollution prevention for non-convention ships.
Transportation Maritime Law Enforcement Yokohama Center English This course aims that participants learn comprehensive knowledge and techniques for maritime law enforcement through lectures, visits, and practical experiences based on cooperation from Japan Coast Guard(JCG).
Target group is commanding officer at operational level and the period of the course is one month.
The course includes lectures on international law/drag smuggling/ human trafficking, an observation of the JCG air base, investigations of suspicious vessels, and practical exercises of scientific criminal investigation, which are necessary to strengthen maritime law enforcement.In addition, this course is positioned in the Global Agenda "Transport" and is part of the Cluster "Enhancement of Maritime Safety and Security", which contributes to securing maritime safety, rescue operations, strengthening the ability to control illegal activities, as well as environmental pollution.
Transportation Maritime Search and Rescue, Maritime Disaster Prevention, and Marine Environment Protection for Coast Guard Officials Yokohama Center English Participants shall have opportunities to acquire skills and knowledge regarding maritime search and rescue, disaster prevention and environment protection from Japan Coast Guard and other organizations as they operate actual responses. Participants will also learn methods that solve issues they face and formulate an action plan or an alternative plan for capacity development of participants and their own organizations.In addition, this course is positioned in the Global Agenda "Transport" and is part of the Cluster "Enhancement of Maritime Safety and Security", which contributes to securing maritime safety, rescue operations, strengthening the ability to control illegal activities, as well as environmental pollution.
Transportation Maritime Safety and Security Policy Program Chugoku Center English Sea lane stability requires coastal states to address maritime issues responsibly. Development of international maritime norm requires a formation of rule-of-law based international understanding, this program provides an advanced education bridging practice/theory of maritime safety and security based on Japanese expertise, which will cultivate specialized abilities to draft or to improve own country's maritime policies.
Transportation The Total Planning of Airport Construction, Management and Maintenance Yokohama Center English ICAO predicts the increase of aviation demands especially in Asia and Africa, and airport development projects are scheduled in these regions. After the construction and expansion of the airport, efficient and effective management and maintenance are essential. In this regard, this program offers the basic knowledge on construction, management and maintenance of the airport development.
Transportation Development of the Sustainable and Reliable Logistics System in Asian Region Yokohama Center English This course aims to improve policy-making ability for government officers in each country 1) to promote more efficient and green logistics system and 2) to develop more reliable cold chain logistics system. It includes lectures on the logistics policy and logistics industries in Japan, field visits on Japan's high-quality logistics facilities and equipment, and discussions on creating an action plan on logistics policy in each country or in the Asian region.
Transportation Hydrography for Charting and Disaster Management (Internationally Accredited Category B) Tokyo Center English Nautical chart is an important infrastructure to secure the marine traffic for economic prosperity and to formulate the ocean policy. This course aims to enhance the capacity of hydrographic survey technique and utilization of hydrographic data. In addition, this course is positioned in the Global Agenda "Transport" and is part of the Cluster "Enhancement of Maritime Safety and Security", which contributes to securing maritime safety, rescue operations, strengthening the ability to control illegal activities, as well as environmental pollution. After completing this course, all participants are certified Internationally Accredited Category B designated by FIG/IHO/ICA.
If it is unable to invite you to Japan due to the epidemic of coronavirus infection, we may plan to implement another content that does not aim to obtain international certification.
Transportation Strategic Port Administration and Management Yokohama Center English This program aims to improve capabilities of strategic port administration, and proper port management and operation by formulating an Action Plan for port related problems in respective countries.
In this training, the trainees deepen their knowledge through lectures and site visits on how to improve the efficiency of port maintenance/operation management, which is an interface for marine logistics, which is essential for economic development. By organizing the facing various problems in their country reports, and creating an action plan while consulting with an external consultant to consider the comprehensive solution on their own, the capacity of the relevant organizations to improve strategic port administration and operational management is developed.
Transportation Capacity Development for Port Facility Security Yokohama Center English Since 9.11 in 2001, security measures on international maritime transport have become more important around the world. This program provides the practical knowledge and skills on port facility security measures. Although this program had been offered to participants of ASEAN countries until 2015, it will cover the other areas as well from 2016.
Transportation Port Maintenance Planning Yokohama Center English Many developing countries have developed port facilities in order to meet demand on maritime transport supporting their rapid economic growth. Japan has also implemented cooperation projects in the port sector in their countries through Grants, Loans and Technical Cooperation. It is essential for governments/port management authorities to maintain their port facilities properly to avoid negative impact on their social and economic activities. In addition, the capacity development on port facility maintenance has become more important given that some international/major domestic ports, particularly in Southeast Asian countries have been in operation for more than thirty years and are faced with deterioration risk of facilities.
In this regard, this course aims to enhance capacity of port maintenance planning, inspection methods, maintenance strategy and prioritization, and others related port maintenance based on the concept of life cycle management.
Transportation Aviation Security Yokohama Center English With diversifying of terrorist attacks to aircrafts, the threat of terrorism to civil aviation sector remains seriously. ICAO has been taking measures on improvement of aviation security, such as enhancement of operation capacity for Standards and Recommended Practices, while there still exists in developing countries to enhance such capacity due to lack of knowledge and experience in aviation security sector. This program aims to enhance capacity on aviation security in each country by providing practical knowledge on ICAO Standards and Recommended Practices as well as aviation security regulations, systems, programs, and measures in Japan.
Transportation Road Maintenance(A) Hokkaido Center (Sapporo) Russian This course mainly targets engineers who are engaged in road maintenance. Environmental Management Capacity Development for Progression of Nationally Determined Contributions under the Paris Agreement Tsukuba Center English The "Paris Agreement" was adopted at the COP21 in 2015 to deal with climate change that poses a threat to the entire world, and will start operation in January 2020. all Contracting Parties will implement climate change countermeasures based on the "Nationally Determined Contribution (NDC)" that they have created, and monitor the progress and results.
However many developing countries have limitations in formulating NDC plans, ensuring transparency, and developing capacity for implementing activities in their own countries, and require support from other countries.
This training aims at national organizations in charge of planning and implementing NDC in climate change countermeasures (mitigation measures) in developing countries, and is capable of formulating and implementing NDC under the Paris Agreement, based on Japan's experience.

The initiative has been creating a new JICA-JAXA Forest Early Warning System in the Tropics (JJ-FAST) that tracks deforestation and forest loss of 77 countries with JAXA's Advanced Land Observing Satellite-2 (ALOS-2).JICA-JAXA Forest Early Warning System in the Tropics (external link). In this training course, participants learn about NbS case studies for various social issues focusing on the benefits of wetland ecosystems, mainly in Kushiro Wetland, and aim to improve the ability of government officials and others in developing countries to plan solutions to social issues in their countries through NbS.

Water Resources Participatory Safe Water Management in Rural Areas in African Countries(A) Hokkaido Center (Sapporo) French Ensuring safe water is an urgent challenge in developing countries. 'Access to Clean Water and Sanitation' has been set as one of the 17 targets in the Sustainable Development Goals(SDGs) that was adopted in 2015, and the SDGs intends to ensure an universal access to safe water by 2030. In order to secure an access to safe drinking water in smallscaled rural communities, it is essential to make sustainable operation and maintenance(O&M) system of water supply facilities such as deep wells, in cooperation with the community residents.
This course focuses on African countries where accessible rate to safe water is low in developing countries and securing water resources remains as tough challenge. This program aims to confirm basic techniques for the proper water supply and O&M system of water supply facilities in rural areas, and to advance necessary knowledge for ensuring a participatory and gender-sensitive O&M system in small-scaled rural communities.
Water Resources Comprehensive Engineering on Water Supply Systems: Basic Planning and Design for Water Supply System (A) Tokyo Center English This program is designed for core engineers of medium or large waterworks to learn overall skill and knowledge related to planning, designing, and operation and maintenance to supply safe and stable drinking water. Participants are requested to clarify the issues of their organizations and formulate an action plan for future activities by utilizing knowledge obtained through this program. It is part of the Urban Water Supply Cluster, which aims to increase the number of "growing water utilities" that can independently finance and expand and improve their water services, as part of the Sustainable Water Supply Global Agenda, which aims to achieve universal access to safe water as set out in Target 6 of the SDGs.
The program will be a hybrid format, consisting mainly of an face-to-face program in Japan, and will last a little over a month in total, but the content and duration may be subject to change due to unavoidable circumstances, such as the transmission of COVID-19.

Disaster Risk Reduction Dam Safety Management Tsukuba Center English JICA emphasizes the importance of strengthening the capacity of organizations in charge of disaster risk reduction infrastructure and critical infrastructure to increase pre-disaster investment for DRR and to maintain and operate such infrastructure on a self-sustaining and developmental basis from their own budgets. A dam is one of DRR infrastructure, but dam-related disasters and accidents occurred in many countries. Japan has various knowledge on inspection to maintain the functions of dams and ensure their safety as well as on upgrading to improve the functions of existing dams. The training aims to strengthen the practical ability and judgmental skills related to improving the safety and functions of dams by learning Japanese technologies. The participants are expected to apply the knowledge gained in the training to their work back home, and to acquire abilities equivalent to field office managers (director level at the dam management office of MILT) in the future.

This perspective has been emphasized in the 7th "Central Asia plus Japan" dialogue, a political initiative between 5 countries and Japan in 2019, and discussed specific measures such as implementation of common VISA. For promoting regional tourism, it is essential to enhance public-private cooperation and to examine the specific approach for regional development.
