In order to verify the effects of the Agricultural Sector Development Programme (ASDP), which was started in 2006, the Thematic Working Group (TWG) on Monitoring and Evaluation (M&E TWG) was established, which consists of officials from the Agriculture Sector Lead Ministries (ASLMs), such as the Ministry of Agriculture Food Security and Cooperatives, Ministry of Livestock and Fisheries Development, Ministry of Industry and Trade, and the Prime Minister's Office-Regional Administration and Local Government. The M&E TWG is conducting information collection and analysis on the set targets of the ASDP and the overall situation of agricultural development in Tanzania. However, the existing reporting system (e.g. information on crop yields and the number of livestock) from the village level to the central government level has been weak and the central government has difficulties in assessing the state of the sector.

The previous technical cooperation project "Capacity Development for the ASDP Monitoring and Evaluation Systems" improved the Agricultural Routine Data System (ARDS) in which agricultural data is collected from the village level up to the central government level and strengthened the capacity of the related government officials through pilot operations in four districts in the Morogoro and Dodoma Regions. Based on this achievement, the Government of Tanzania requested the Government of Japan to extend its support for a nationwide rolling-out of the ARDS. This technical cooperation project started in August 2011 to support the rolling-out of the ARDS.

The project is targeting all the districts on the Tanzania Mainland and is being implemented together with the members of the M&E TWG. The project is supporting various activities by the M&E TWG to roll-out the ARDS in all districts and to improve the quality of data and data analysis.
