On May 28, 2019, Dr. Mohamed Shaker, Minister of Electricity and Renewable Energy, and Mr. Masaki Noke, Ambassador of Japan, and Mr. Yoshifumi Omura, Chief Representative of JICA Egypt Office, witnessed the inauguration of North Cairo Power Station's rehabilitation and signing of two contracts for rehabilitation of El-Atf Power Station and Sidi Krir Power Station under JICA soft loan of around 400 million US dollars, which was pledged during President's Sisi visit to Japan in February 2016.

The inauguration and signing ceremony were also attended by representatives of Mitsubishi Hitachi Power Systems and the Consultants from the Joint Venture of Kyuden International and Oriental Consultants, as well as Egyptian Electricity Holding Company and the Electricity Production Companies.

The project aims at stabilizing the electricity supply by recovering the installed capacity of existing thermal power plants through the upgrade of equipment and provision of spare parts, thereby reducing the greenhouse gas emissions to lessen the effects of climate change and contributing to the social and economic development.
