On October 9th-12th, 2023, the disaster risk reduction exhibition was held at ASEAN Ministerial Meeting on Disaster Management (AMMDM), in Ha Long, Vietnam. We attended the exhibition and screened movies from JICA-Net multimedia-based learning materials, “Building a Flood-Resilient Nation” (YouTube, external link) and “Japan's Disaster Experiences Reflected in the Sendai Framework for Disaster Risk Reduction” (YouTube, external link), (in both cases the English digest versions), at JICA booth.

During the exhibition, at least 100 participants visited our booth, who were cabinet level and officials of ministries and agencies in charge of disaster risk reduction in ASEAN countries including the Ministry of Agriculture and Rural Development of Vietnam, and of organizations such as World Bank, UNDP, and AHA Centre.

Conveying Japan’s technology and experience of disaster risk reduction

In ASEAN region including Vietnam, natural disasters such as floods and sediment disasters occur frequently due to the conditions of climate and topography similar to Japan. Therefore, it is very important to take initiatives for disaster risk reduction and JICA has been promoting cooperation utilizing Japan’s technology and experience.
Because we hoped to convey these Japan’s technology and experience simply in the exhibition, we used the above movies.

When I worked for the Ministry of Land, Infrastructure, Transport and Tourism of Japan four years ago, I watched the movie “Building a Flood-Resilient Nation”, which was introduced by a staff of the Disaster Risk Reduction Group, JICA. The material was easy to understand, and it impressed me. That is what led me to consider using this material.
Searching materials on the web, I found out that JICA-Net multimedia-based learning materials were uploaded to YouTube Channel.
It was convenient to select materials for the exhibition while I was viewing them on YouTube, and it was helpful.

The movie “Building a Flood-Resilient Nation” introduces Japan’s way of flood control, which consists of formulating river improvement plan in accordance to the characteristics of each river and flood experience, and making pre disaster investment.
In addition, it explains the early recovery after the disaster and the significance of “Build Back Better”, showing the example of Kanto-Tohoku Torrential Rains, September 2015.

And the movie “Japan's Disaster Experiences Reflected in the Sendai Framework for Disaster Risk Reduction” looks back the disaster experiences and the history of reviewing the legislation each time led by the government, and explains the content of “the Sendai Framework for Disaster Risk Reduction” formulated in 2015 and how Japan’s experience was reflected there. Moreover, as examples of the initiatives in the world according to the principles of the Sendai Framework for Disaster Risk Reduction, it shows the projects in which Japan cooperated with Sri Lanka, Thailand, and Philippines respectively.
By the way, considering that many people from Vietnam. the host country, would visit the exhibition, we screened the movies with Vietnamese subtitles.

The effective dissemination of the videos and brochures

Besides screening some videos, including those mentioned above, we handed out the brochures to introduce JICA’s cooperation projects in the field of disaster risk reduction in Vietnam.
Through these activities, we think we achieved effective dissemination to ASEAN countries including Vietnam, to introduce the contribution that Japan can make globally with its technology and experiences.

Building a Flood-Resilient Nation
JICA provides assistance to enhance risk management capabilities in each stage of the disaster management cycle—that is, "Prevention and mitigation", "Preparedness", "Emergency response" and "Rehabilitation and recovery".
This material aims to share the knowledge and experience in Disaster Risk Reduction (DRR) and to convey the importance of pre-investment in flood
control.

Japan's Disaster Experiences Reflected in the Sendai Framework for Disaster Risk Reduction
The Sendai Framework for DRR - a global disaster risk reduction trend formulated in 2015 - includes a lot of Japan's suggestions. Importance of DRR investment, strengthening the capacity of DRR organizations, Build Back Better are the representative ones. The video shows why Japan advocated such things through the explanation of Japan's typical disasters and lessons learnt from those.
