To respond to various needs for “Peacebuilding”

There have been many requests to know Japan’s thought on “Peacebuilding” in the “JICA Chair (JICA Program for Japanese studies)”

JICA has performed the “JICA Chair (JICA Program for Japanese studies)” as part of “JICA Development Studies Program (JICA-DSP)” which has been cooperating with various universities in Japan.
There have been many requests to know Japan’s thought on “Peacebuilding”. It reflects that there is a wide range of interest about Japan’s experience in the peaceful state-building, post-war and post-disaster reconstruction, including the reconstruction from the devastation by an atomic bomb to Japan’s international contribution to peace.

Looking back Japan’s experience is clearly positioned as one of the strategies in JICA Global Agenda “Peacebuilding”. For this reason, we created JICA-Net multimedia-based learning material, “Japan’s Experience in Peaceful State-Building and Post-War/Disaster Reconstruction” (Part 1_Experience of State-Building, Part 2_Experience of Post-War/Disaster Reconstruction, Part 3_JICA’s Efforts to Create Peaceful and Just Societies) (YouTube, external link), that can be used in JICA Chair and JICA Development Studies Program.

The material which deepens the understanding of Japan’s experience in the reconstruction.

The material consists of 3 parts, looking back Japan’s experience in the peaceful state-building, post-war and post-disaster reconstruction, and introduce Japan’s experience sharing and peacebuilding with conflict-affected countries and regions.

In chapter 1: “Experience of State-Building”, we can learn lessons from Japan’s own state-building and peacebuilding through Japan’s experience and problems since the Meiji restoration.
In chapter 2: “Experience of Post-War/Disaster Reconstruction”, it focuses on how the post-war and post-disaster reconstruction was achieved in Japan and uses Hiroshima City as an example of post-war reconstruction and Higashi-Matsushima City as an example of post-disaster reconstruction.

In chapter 1 and chapter 2, SHINODA Hideaki, Professor of Tokyo University of Foreign Studies, explains Japan’s experiences of state-building since the Meiji restoration, and the post-war and post-disaster reconstruction.

In chapter 3, MUROTANI Ryutaro, Senior Director of Head, Office for Peacebuilding, JICA Governance and Peacebuilding Department, explains JICA’s efforts for peacebuilding in the world.

In chapter 3: “JICA‘s Efforts to Create Peaceful and Just Societies”, explains the way peacebuilding should be in conflict-affected countries and regions based on Japan’s experiences. Examples of JICA’s efforts for peacebuilding in the world can be seen in videos: JICA’s assistance in the Mindanao peace process and experience of reconstruction in post-conflict in Cote d'Ivoire.

We created the material especially emphasizing on the theme of “How government and residents understand each other through a dialogue and build a trust?” from chapter 1 to chapter 3. We also suggest the building of an institution essential for long-term stable peace, just as there is during the reconstruction assistance period.

In chapter 1 and 2, the lecturer will be SHINODA Hideaki, Professor of Tokyo University of Foreign Studies, and in chapter 3, the lecturer will be MUROTANI Ryutaro, Senior Director of Head, Office for Peacebuilding, JICA Governance and Peacebuilding Department.
Each chapter is about 20 minutes long. Although viewing all together deepens the understanding, they can be used separately depending on the purpose because each chapter is independent.

Contribute to the peaceful state-building

The material is intended to be used in a program and a workshop for central and local government administrators in a webinar style as well as for sharing the message of peace with students across the world as a JICA Chair material.
Although the backgrounds of conflicts differs in every country and region, we can learn certain lessons from the experience of state-building, post-war and post-disaster reconstruction in Japan.
We expect that the material would be used widely and Japan’s experience contributes to the peaceful state-building in various countries and regions around the world.
