We used the JICA-Net multimedia-based learning materials, “History of Public Health and Medical Systems in Japan Protectors of Life: Protectors of Life~Remarkable stories of community health in Japan~” (YouTube, external link) and “Health Medical Care System in Japan Second Edition” (YouTube, external link), at KCCP, “Strengthening Social Health Protection Towards Universal Health Coverage”, held from August 26th to September 6th, 2024.
This course has been performed aiming to improve the capacities of administrators involved in the establishment and management of system to provide Universal Health Coverage (UHC) through Japan’s knowledge and analysis of public health policy in the world.
This fiscal year, 14 persons participated in the program, who respectively came from the Philippines, Cambodia, Vietnam, India, Palestine, Egypt, Morocco, Sudan, Kenya, Liberia, South Africa, Côte d'Ivoire, and Senegal. We provided the materials for participants as pre-learning and also screened these during the program after their arrival in Japan.
Explaining the Japanese health medical care system with abundant videos and illustrations
“History of Public Health and Medical Systems in Japan Protectors of Life: Protectors of Life~Remarkable stories of community health in Japan~” introduces Japan’s health and medical care history where local residents, public health nurses, doctors, and administrative organs performed public health activities together, showing 3 examples with abundant videos: Nagahama, Kure City in Hiroshima Prefecture; Suzaka City (former Takaho Village) in Nagano Prefecture; and Sawauchi Village, Waga-gun in Iwate Prefecture.

The material explains easily using illustrations, the outline of Japan’s health medical care system.
“Health Medical Care System in Japan Second Edition” explains easily using illustrations, the outline of Japan’s health medical care system currently and how the network is formed among related organizations such as administrative organs. Also explains how healthcare services are provided to residents by simulating the example of a family living in Japan.
Understanding through video gives a more realistic experience
We used the materials to deepen participants’ understanding through images. Especially the former material, which explains Japan’s historical background, was helpful for them to understand the content of the lecture from a realistic perspective.
We not only informed participants in advance about the materials as pre-learning in the entrance requirements list but also screened the materials after they arrived in Japan. This deepened their understanding and stimulated discussion.
Particularly, the video was effective in understanding the historical background of Japan. A similarity with their own countries became clear and participants understood with a more realistic point of view. Importantly, I realized that understanding how Japan’s national health insurance system was established and what the situation before and after WWII in Japan was like, made them consider comparing with the situations of their own countries.
I thought using the materials advanced understanding of Japan’s health medical care system and historical background toward the achievement of UHC. This contributed to the achievement of the program objectives.
I would like to use the materials in the field of health and insurance in the future.

Protectors of Life~Remarkable stories of community health in Japan~
This educational material contains two videos showing efforts made by the government and private sectors in the field of health and medical services, and video scenarios with brief explanations to various scenes appearing in the video. These information materials can be used at seminars, symposiums and lectures, for self-learning, advocacy in education to the governments of developing countries, and at sources of information provision.
Health Medical Care System in Japan Second Edition
This video provides an overview of the general health/healthcare administration system that should be understood at the beginning of training program in Japan, with a particular focus on the system, structure, and organizational roles and functions of health and medical system in Japan.
The health-related training programs in Japan often include lectures on Japan's health and medical care system in areas such as maternal and child health, infectious diseases control etc, but do not cover the general health/healthcare administration system. This video provides an easy-to-understand overview of Japan's health/healthcare administration system, its structure, and the roles and functions of its organizations, so that trainees can gain an accurate understanding of Japan's health and medical care system. Therefore, it is recommended that this video be used at the initial stage of training program in Japan. This is the updated edition of the originally developed in 2007, which has been revised to meet the current situation.
