Project Outline The objective of the the North South Railway Project Phase I/Malolos - Tutuban is to alleviate serious traffic congestion in and around Metro Manila by developing the commuter railway between Malolos and Tutuban, and thereby contributing to the alleviation of air pollution and to the mitigation of climate change.
