Surveys and Studies for Reconstruction Assistance

Preliminary Study Iraq Reconstruction Project

The Government of Japan pledged grant aid assistance totaling US $ 1.5 billion for the immediate reconstruction needs of Iraq until 2004.

The study was carried out in order to formulate projects for these grants and aid assistance.

There are numerous amounts of infrastructure that require rehabilitation and reconstruction due to the deficit of investment and maintenance, as well as scores of looting during and after the recent war.

The Government of Japan has selected health, water & sanitation, electricity and education & vocational training as priority sectors that are in need of immediate reconstruction.

The projects proposed by this study are regarded as emergency reconstruction projects and were examined as to the reflecting needs, urgency, reliability and feasibility of the projects. Outline designs and cost estimates had been conducted and the Government of Japan officially approved the following projects:

1) Health Sector:

  1. Rehabilitation and Provision of Equipment to 4 Hospitals in the Southern Region: Among the 13 General Hospitals constructed in the 1980s, facility rehabilitation and provision of equipment are to be conducted at four selected hospitals. The four hospitals are in Nassiryah, Najaf, Samawah and Diwaniyah
  2. Rehabilitation of 4 General Hospitals in the Northern Region of Iraq : Among the 13 General Hospitals constructed in 1980s, facility rehabilitation and provision of equipment are to be conducted at four selected hospitals. These hospitals are located in Kirkuk, Erbil, Mosul and Dohuk.
  3. Rehabilitation of Three General Hospitals in the Central Region of Iraq : Among the 13 General Hospitals constructed in 1980s, facility repairs and provision of medical supplies are to be conducted at three selected hospitals. These three selected hospitals are in Baghdad, Kut and Amara.

2) Electricity:

  1. Provision of 23 Mobile Substations throughout Iraq:
    23 Mobile substations (13 units for 132/33kV (25MVA),10 units for 132/11kV (25MVA)) are to be installed throughout Iraq. The areas to be covered include Baghdad (Baghdad), Thi-Qar (Nassyria),Babil (Hilla), Diyala (Baquba), Anbar (Ramadi), Najaf (Najaf),Qadisiya (Diwanyah), Kerbala (Kerbala) and Muthanna (Samawah).

  3. Rehabilitation of Taji Gas Power Station:
    The Taji Power Plant located 20 km north-east of Baghdad supplies power to the capital city Baghdad. The Taji Power Plan has been severely damaged due to decrepitude and insufficient maintenance. Among seven turbine units, units 2, 3 and 5 will be replaced.

  5. Rehabilitation of Mosul Gas Turbine Power Station:
    The Mosul Power Plant supplies power to one of the biggest cities in Iraq, Mosul in northern area. It also has been severely damaged due to decrepitude and insufficient maintenance. Among twelve turbine units, unit 1 and 3 will be replaced.

  7. Rehabilitation of Mosul Hydroelectric Power Station No. 1:
    The Mosul Hydraulic Power Plant is the biggest hydraulic power plant in Iraq. Hydro turbine runners, generator exciters, control and instrumentation equipment as well as other equipments are to be provided to the Mosul Hydraulic Power Plant.

  9. Provisions of Water Treatment Units to the City of Baghdad:
    In the Capital city of Baghdad, there is a severe shortage in the water supply. Provisions consist of 19 compact units (water purification equipment) with a total capacity of 85,500 m3/d in 8 areas.
