Project Formulation Study for Baseline Survey on Supporting Electric Power Sector in the Republic of Iraq

The electricity sector is one of the priority sectors in Japan's reconstruction programs for Iraq.

Electricity facilities in Iraq have become obsolete due to limited investment and insufficient maintenance. Conflicts and looting have made their functions deteriorate significantly. In fact, their capacity was drastically reduced from 9,295MW in 1990 to 3,300MW in 2003. Not only must their facilities be renewed, but their administration, management system and policy planning must be strengthened simultaneously.

After the recent conflict, CPA and USAID started running repair works as well as rehabilitation works. Japan also committed itself to revitalize the electricity sector by rehabilitating and replacing of power plants along with institutional capacity development.

In order to carry out rehabilitation and replacement work effectively, it is essential to formulate a reconstruction and development plan with long term perspective, taking into account demand forecasts.

JICA conducted a basic study, including data collection and analysis, as a basis for formulating a master plan in the electricity field for future cooperation by the Japanese Government.

This study was carried out in cooperation with UNDP. The UNDP had implemented the Electricity Network Rehabilitation Program in Northern Iraq through The Oil for Food Program
