Social Survey for Iraq Reconstruction

Iraq is a country with diverse cultures, religions, tribes and history. This means Iraq has a high potential for cultural prosperity, but at the same time these factors could intertwine with each other and make society less stable. The former regime governed this fragile country by manipulating power balances and political systems.

After the collapse of the former regime, powerful totalitarianism has gone and a democratic system is expected to come where rights and duties of every stakeholder is respected. But before a democracy is to be developed and accepted by Iraqi people, Iraq may experience an unstable transitional phase. It would be the international partners' responsibility to enhance the smooth process of the transitional phase to a stage with stability and prosperity.

The Government of Japan strongly committed to reconstruction of Iraq and expecting to implement reconstruction and rehabilitation projects in various parts of Iraq. These projects should be deliberately designed to avoid further turmoil and uncertainty, but to enhance reconciliation and unity. It is our strong hope to facilitate and correct regional and tribal inequality in resources and institutional power through conducting these projects.

JICA decided to conduct a social survey to identify current social and economic development indices in major sectors, stakeholder analysis and existing institutional systems in major sectors for analyzing impacts caused by potential reconstruction and rehabilitation projects.

These careful analyses will contribute to narrow regional inequalities and maximize the possibilities of relaxing tensions and conflicts among stakeholders, and thus lead to the establishment of the harmonized and integrated country.
