In health care, JICA assists developing countries in attaining universal health coverage (UHC) [1] under the framework of the SDGs. To this end, JICA works with various actors— including international organizations such as the World Health Organization (WHO) and the United Nations Children's Fund (UNICEF), multilateral development banks such as the World Bank, bilateral donors, and private foundations—to address a range of issues in order to build sustainable systems for protecting people’s health.

WHO defines UHC as "ensuring that all people can use the promotive, preventive, curative, rehabilitative and palliative health services they need, of sufficient quality to be effective, while also ensuring that the use of these services does not expose the user to financial hardship."
