Mr. Alonso Sancho Acuña participated in KCCP (young leader) conducted by JICA Kansai in October 2024. Based on the learning a bill “law on promoting youth participation in technical innovative ventures in Costa Rica (No.de Expediente 24979 Ley para impulsar la participación de las juventudes en emprendimientos tecnológicos e innovadores en Costa Rica) was formally submitted to the Costa Rican Parliament.

He serves as a legislative advisor to Congressman Geison Valverde Mendez, and based on his training experience and knowledge gained in Japan, he felt the need to propose a bill initiative to promote Costa Rican startups through Congress man Valverde Mendez.

To that end, he included in his action plan developed during his training in Japan the drafting of a bill entitled “A law on promoting youth participation in technical innovative ventures in Costa Rica.”
“I returned to Costa Rica with many ideas from my experience in Japan. One of them became the basis for pushing for legislation that would allow digital entrepreneurs to establish startups under optimal conditions.” said Sancho Acuña.

The bill aims to facilitate the establishment and financing of startups and the academic training of young people to work in technology-based companies. It also aims to strengthen the startup ecosystem through a legal framework, linking ministries, universities, the private sector, and other key actors.

The bill was officially signed into law on May 14, 2025, and is now up for consideration. The benefits that the law is expected to bring about include the creation of new technology companies and quality jobs, a better return on public investment in education, and a lower unemployment rate.
