Publication of “Engaging Great Powers: Smaller States’s Agency in the Belt and Road Initiative”

JICA Ogata Sadako Research Institute for Peace and Development (JICA Ogata Research Institute) published a book titled, “Engaging Great Powers: Smaller States’s Agency in the Belt and Road Initiative ,” in May 2026, as a result of the Institute’s research project “The New Dynamics of Peace and Development in the Indo-Pacific: How Countries in the Region Proactively Interact with China .”

Set against the backdrop of the Indo-Pacific region—where the global order is in flux and geopolitical significance is on the rise—this book employs the “pentagonal model” to analyze six case studies or bilateral relations. It reveals how smaller states, against the backdrop of the Belt and Road Initiative, have actively employed strategic maneuvers in dealing with asymmetrical major powers to advance their national interests.
