フィリピンのセミナーで教材を上映
2024年6月26日、メトロマニラ内にて、フィリピン共和国「LRT1号線運営維持管理改善事業」に関する出資契約（海外投融資）の目的と期待される効果や、その他にJICAが支援する都市鉄道・交通事業への理解促進を目的としたセミナーを開催しました。
その一環として、JICA-Netマルチメディア教材「History and Lessons of Developing the Japanese Railway Network」及び「Changing People's Lives with the Delhi Metro -JICA's Cooperation for Building the Delhi Metro-」のダイジェスト版を、会場内の大型スクリーンで上映しました。
セミナーには、フィリピン政府関係機関（運輸省大臣及び次官、財務省次官、国家経済開発庁次官等）、沿線自治体（マニラ市、ケソン市、パラニャケ市、パサイ市）幹部、フィリピン国鉄会長、軽量鉄道公社代表、今般JICA出資に係る共同出資者、日系及びローカルメディア等100名程度が参加をしました。
3分でわかる「日本の鉄道ネットワーク構築」と「デリーメトロの成果」
過去に社会基盤部に配属の経験があり、その業務の中でJICA-Netライブラリを知りました。
前所属部署の活動の一環でJICAチェアの動画があることは認識していましたが、この他にJICA-Netの関連動画があるのではないかと考え、YouTubeで検索し、本教材を見つけました。2-3分程度で都市交通に係る日本やJICAの強み、目指すべき都市交通のビジョンが、その分野の専門性ではない方にも直感的に理解、共有できる動画が必要であり、これに上記教材が合致したため、使用しました。
講義形式で日本の鉄道ネットワーク構築のポイントを解説します。
「History and Lessons of Developing the Japanese Railway Network」では、政策研究大学院大学教授、東京工業大学及び東京大学名誉教授の森地茂氏を講師に迎え、日本が様々な問題を乗り越えて鉄道を整備した150年の歴史を振り返り、後半では、都市圏の鉄道ネットワークの形成について、東京の例を挙げて具体的に解説しています。
今回使用したダイジェスト版では、ダイジェスト版しか見ない方でも理解できるように、特にポイントを二点に絞って内容を簡潔にまとめています。
「Changing People's Lives with the Delhi Metro -JICA's Cooperation for Building the Delhi Metro-」は、インドの首都デリーで市民の交通手段として親しまれているデリーメトロについて、JICAが長年にわたり協力を行い、日本の協力によって浸透した4つの社会的インパクト（①安全管理・工期遵守、②整列乗車・定時運行、③女性専用車両・障害者配慮、④環境負荷軽減）を関係者のインタビューを交えて紹介しています。

目指すべき都市交通のビジョンの共有に
本教材によって、参加者に対し、日本の都市交通ネットワーク形成の経験、知見、そしてJICAが現在フィリピンで実施している円借款や技術協力の取組み意義、これらを通じて達成すべきビジョンの共有を図ることができました。
前者の教材は特に、簡潔なナレーションと理解しやすいビジュアルにより、短時間で日本の都市交通の課題克服とネットワーク形成の経緯が理解できるものであったと思います。
日本の地理等に係る情報も含まれるため、他国の人にも理解しやすいという利点もありました。
実際、参加者からは日本の交通ネットワークの形成やポイントがよく理解できる教材であったとのコメントがありました。
本教材は、セミナー参加者に限らず各国の都市交通政策に係る実施機関、事業者等関係者の方々に有用です。教材を通じて、日本の鉄道に関する経験や知見が、各国での鉄道運営や交通網整備等の手助けとなれば幸いです。

Changing People's Lives with the Delhi Metro -JICA's Cooperation for Building the Delhi Metro-
JICA has been cooperated with Delhi Metro under Delhi Mass Rapid Transport System Project over the years and the cooperation is often referred to as a shining example of Japan-India partnership. Some valuable social impacts brought by JICA through the project included increase of safety awareness toward construction and operation stages, high reliability of punctual public services, introduction of women only car and vulnerable-users-friendly designs, and improvement of air pollution and traffic congestion. This video introduces JICA's contribution to India and how the JICA’s cooperation changed Indian society with interview from officials of Delhi Metro Rail Corporation and JICA.
The objective of the video is to introduce JICA’s cooperation and contribution to Indian society by focusing on Delhi Metro (Delhi Mass Rapid Transport System Project) and to promote an understanding of international cooperation between Japan and India.
