長期研修課では、2024年JICAインターシップ・プログラムを実施しています。6人の日本の大学・大学院のインターン生が、開発途上国から来日しているJICA留学生にオンラインインタビューしました。

塩谷稀一郎（東京大学 大学院 工学系研究科　修士１年）

2013年にフィリピンで台風による甚大な被害があり、沿岸地域での災害対策の必要性が強く認識されるようになったのですが、沿岸工学はフィリピンで比較的新しい学問で、知見が不十分でした。私は フィリピン国公共事業道路省 (DPWH)のエンジニアとして働いていたのですが、JICAのこのプログラムは知見を深める貴重な機会になるのではないかと考え、留学することにしました。また、公共事業に携わる者として、国をより良くするために学びを継続することは、義務だと感じています。

東京大学大学院工学系研究科社会基盤学専攻の海岸・沿岸環境研究室で修士研究を進めています。この1年は必要単位数を取得するために、授業を取っていました。研究は初期段階なのですが、フィリピンを対象として、海岸の堆積物の移動傾向を調査し、最終的には計画策定や持続可能な沿岸管理に貢献したいと考えています。
また、私生活では、日本とフィリピンの文化の共通点・相違点を発見したり、様々な国・地域出身の留学生と交流したり、日々の生活を楽しんでいます。JICAの日本文化についてのイベントにも度々参加しました。

母国であるフィリピンに戻って、引き続き公共事業のエンジニアとして働く予定です。今回の日本で身に付けた経験や沿岸工学の知識を還元したいと考えています。社会課題に取り組み、持続可能で災害レジリエンスのあるコミュニティ作りに貢献したいです。

In 2013, Super Typhoon Haiyan caused extensive damage in the Philippines, and the need for disaster preparedness in coastal areas was strongly recognized. However, coastal engineering is a relatively new discipline in the Philippines, and knowledge was insufficient. I’ve been working as an engineer in the Department of Public Works and Highways (DPWH), and I’ve decided to study abroad because I thought this program by JICA would be a valuable opportunity to deepen my knowledge. I also feel that as a person involved in public works, it is my duty to continue learning to help make my country much better.

I am pursuing my master's research in the Coastal Engineering Laboratory in the Department of Civil Engineering at the University of Tokyo. I took classes for the past year to earn the required number of credits. Although my research is in the early stages, I would like to study coastal sediment transport in the Philippines and eventually contribute to planning and sustainable coastal management.
In daily life, I enjoy discovering the similarities and differences between Japan and the Philippines, and interacting with international students from different countries and regions. Also, I have often participated in JICA events about Japanese culture.

I plan to return to my home country, the Philippines, and continue serving as a public works engineer. I would like to give back the experience and knowledge in civil engineering I’ve acquired in Japan. I want to tackle social issues and contribute to building sustainable and disaster-resilient communities.

JICA will greatly support us in various ways. This is a rare opportunity, so don't be afraid to take on the challenge. I am sure it will be a life-changing experience!
