1994年度にJICA研修プログラムに参加したコスタリカ出身のGarro Edwin氏が、約30年ぶりにJICA東京を訪問しました！Garro氏はこの度、国際会議に参加・登壇するため来日しており、会議期間中の合間を縫ってJICA東京にも立ち寄ってくださいました。
Garro氏は、1994年度に「貿易・投資促進実務（中米諸国）」の研修員として来日しています。当時の彼はこの経験が自分の人生を大きく変え、将来、国際協力に大きく貢献していく原動力になるとは想像もしていませんでした。
Garro氏は研修コースを通じて貿易や投資促進の仕組みを学びましたが、それ以上に印象に残ったのは、日本文化や日本人の考え方等です。時間を守ることの大切さや、自然を神聖なものとして敬う心は、彼の価値観に強く影響を与え、今なお忘れられない経験となりました。
　そして、世界的な視野を持つ日本の講師から直接学んだ経験を、今でも嬉しそうに振り返っています。JICA研修を通じて、日本式の開発手法の理念が彼の心に刻まれ、コスタリカ帰国後はその理念を広く広めることに情熱を注いでいます。
例えば、現在、Garro氏は Grupo PXS社の会長として、数多くの組織の人々に対し、品質向上と継続的な改善は実現可能であるという理念の普及に精力的に取り組んでいます。 彼は日本独自の「KAIZEN」・「こだわり」・「おもてなし」等の概念をポッドキャストや講義を通じて、母国を越えて世界中に発信しています。さらに、会長としてそれらの概念をコンサルタントや起業家が実践できるツールとして体系化し、自社が提供する研修コースを通じて指導を行っています。

Mr. Edwin Garro from Costa Rica, who participated in a JICA training program in FY1994, visited JICA Tokyo for the first time in nearly 30 years. Mr. Garro came to Japan to attend and speak at an international conference, and during a break in the conference schedule, he kindly took the time to visit JICA Tokyo.
Mr. Garro first came to Japan in FY1994 as a participant in the KCCP “Trade and Investment Promotion Practices (Central American Countries).” At the time, he could not have imagined that this experience would become a major turning point in his life or a driving force behind his future contributions to international cooperation.
Through the training program, Mr. Garro learned about mechanisms for trade and investment promotion. However, what left the strongest impression on him was Japanese culture and values. The importance of punctuality and the respect for nature as something sacred had a profound impact on his way of thinking and remain unforgettable experiences to this day. He also recalls with great fondness the opportunity to learn directly from Japanese instructors who possessed a global perspective.
The philosophy of Japanese-style development introduced through the JICA training became deeply ingrained in Mr. Garro’s mindset. After returning to Costa Rica, he has dedicated himself to sharing these principles widely in his home country and beyond.
Currently, Mr. Garro serves as Chairman of Grupo PXS, where he actively promotes the belief that quality improvement and continuous improvement are achievable for organizations. He shares Japanese concepts such as “KAIZEN,” “kodawari” (commitment to excellence), and “omotenashi” (hospitality) through podcasts and lectures, reaching audiences not only in Costa Rica but around the world. As chairman, he has also systematized these concepts into practical tools for consultants and entrepreneurs, providing guidance through training courses offered by his company.

さらに、Garro氏はそれ以外にも日本で学んだ経験を活かしています。JICA研修を通じて日本の著名な経営者と直接交流した経験を持つ彼は、対面で学ぶことがもたらす大きなインパクトを深く理解しています。そこで、「リ－ンキャンプ（Lean Camp）」（トヨタ生産方式（TPS）に由来する「リーンの考え方」を体得する研修）を企画し、様々な役割を担うマネージャーたちを日本へ連れて行きました。日本へ連れて行きました。日本の文化を肌で触れ、現地の経営者と交流し、さらに現場を視察する中で、彼自身が30年前に受けた感動を参加者も共有しました。こうした活動は日本と世界をつなぐ架け橋となるとともに、彼がJICA研修で培った精神を再び呼び起こし、それを国際的に広げる取り組みとなっています。

In addition, Mr. Garro has continued to apply the experiences he gained in Japan in various ways. Having had opportunities to interact directly with prominent Japanese business leaders through the JICA training program, he deeply understands the powerful impact of learning through face-to-face engagement.
With this understanding, Mr. Garro initiated a program called “Lean Camp,” a training program designed to internalize lean principles derived from the Toyota Production System (TPS). Through this initiative, he has brought managers with diverse roles and responsibilities to Japan. By experiencing Japanese culture firsthand, engaging with local business leaders, and visiting workplaces, participants were able to share the same sense of inspiration and discovery that Mr. Garro himself experienced nearly 30 years ago.
These efforts serve as a bridge between Japan and the world, while also reviving the spirit Mr. Garro cultivated through the JICA training program and expanding it internationally.

また、Garro氏は、国際開発にAI（人工知能）を活用する取り組みを進め、より効率的な開発の実現を目指しています。
彼は、国際協力とは開発途上国が支援を受けるだけでなく、同じだけ貢献する双方向の関係であるべきだと強調しています。JICA東京を訪れた際には、開発途上国の主要な幹部を対象としたJICAの研修の価値を高く評価し、このような研修がより大きな成果につながる可能性を持っていると述べました。

Mr. Garro is also actively promoting the use of artificial intelligence (AI) in international development, aiming to achieve more efficient and effective development initiatives.
He emphasizes that international cooperation should not be a one‑way relationship in which developing countries merely receive support, but rather a mutual and reciprocal partnership in which all parties contribute equally. During his visit to JICA Tokyo, he expressed high appreciation for JICA’s training programs targeting senior officials from developing countries, noting that such programs hold significant potential to generate even greater development outcomes in the future.

また、JICAが過年度の研修員に対して継続的なフォローアップを行っている点にも触れ、こうした取り組みが持続可能な開発効果を生み出すうえで重要であると考えています。
Garro氏は、現在、グローバルに活躍するマネージャーやコンサルタントを育成するリーダーとして活躍しています。その歩みは、たった一度の機会が人の人生を大きく変える力を持つことを示しています。JICA研修は、彼にとって単なる研修ではなくその後の進む道と使命を決定づける転機となりました。Garro氏自身もこう述べています：「30年ぶりにJICA東京を訪れたのは、懐かしさだけでなく、感謝の気持ちがあったからです。JICAの研修のおかげで、私の人生が変わった。本当に、良い方向に変わったのです。」

Mr. Garro also highlighted the importance of JICA’s continuous follow-up with former participants, noting that such efforts are essential for generating sustainable development impacts over the long term.
Today, Mr. Garro is actively engaged as a leader in developing managers and consultants who operate on a global scale. His career illustrates how a single opportunity can profoundly transform a person’s life. For Mr. Garro, the JICA training program was not merely a learning experience, but a pivotal turning point that shaped his future path and sense of purpose.
Reflecting on his recent visit, Mr. Garro shared the following words:
“Returning to JICA Tokyo after 30 years was not only a nostalgic experience, but also an expression of my deep gratitude. Thanks to the JICA training program, my life changed—truly, it changed in a very positive way.”
