Distinguished delegates from the Government of the Philippines and the Bangsamoro Transition Authority, Ministry of Foreign Affairs of Japan, esteemed guests, ladies and gentlemen,

Ten years ago, I had the honor of witnessing a momentous occasion – the signing of the Comprehensive Agreement on the Bangsamoro (CAB) at Malacañang on March 27th, 2014. That day marked a significant turning point in the history for all of us. The Government of the Philippines and the Moro Islamic Liberation Front (MILF) began a new constructive chapter, promising a more peaceful and prosperous future for the Bangsamoro people and the entire country as a whole.
To keep this momentum going, JICA recognized the need for continuous dialogue and cooperation between all parties. In this context, JICA played a pivotal role in organizing the Seminar on Consolidation for Peace for Mindanao (COP6) in Hiroshima in June 2014. I remember that the atmosphere after the signing of the CAB was understandably complex. Hopes and expectations for the future were combined with concerns about ancestral land issues, reconciliation efforts, socioeconomic development financing, and fair resource distribution. The Hiroshima Declaration, adopted at the end of COP6, was therefore a much-needed blueprint for cooperation between all parties. This landmark document laid out a three-pronged approach to the creation of an autonomous government in the Bangsamoro, focusing on: (i) Bangsamoro Socio-Economic Development, (ii) Institutionalization of the Bangsamoro Government, and (iii) Development in Normalization.
In the years since COP6, we have witnessed significant progress. I truly admire and praise the tremendous work you have made so far together. The Bangsamoro Organic Law (BOL) was enacted, establishing the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The Bangsamoro Transition Authority (BTA) was created to oversee the implementation of the CAB and pave the way for the BARMM's autonomy. Furthermore, the formulation of Bangsamoro Development Plans, with a strong emphasis on inclusive development, reflects a commitment to addressing the social and economic inequalities that have long challenged the region.
These achievements are a testament to the dedication of the Bangsamoro people and the continued dialogue and cooperation among all the stakeholders. The path forward has not been without obstacles. The region has faced significant challenges, including the Marawi Siege in 2017 and the COVID-19 pandemic. Through these difficulties, the Government of the Philippines, the MILF and BTA have remained faithful, demonstrating and forging their unwavering commitment to the peace process.
My last visit to Mindanao was in January 2023. During my visit, I was honored to receive a resolution of appreciation and commendation from the BTA Parliament in recognition of JICA’s contribution to Mindanao Peace Process. I was also deeply impressed by the remarkable transformation of Cotabato City. Compared to my previous visit in 2015, the city was more peaceful and vibrant. This positive change reflects the continued success and efforts of all parties involved.
But on this path to lasting peace, we must also recognize challenges that remain unsolved, including ancestral domain and clan disputes, as well as socio-economic inequality and marginalization. Overcoming these challenges requires a structured system of cooperation between all stakeholders. By working together to address the root causes of conflict and build trust, we can create a safer and more inclusive environment where everyone can enjoy advanced peace dividends. The concept of human security becomes crucial here. Human security emphasizes the importance of putting every person at the center of security to achieve sustainable and resilient societies.
Today, we gather at the JICA Ogata Sadako Research Institute for Peace and Development, named after former JICA President OGATA Sadako who championed the concept of the human security. She believed that true peace was based on satisfying people's basic needs, ensuring their safety and dignity, and empowering them to participate in their communities.
Building an inclusive and sustainable peace requires the meaningful participation of all stakeholders. In this regard, Women, Peace and Security (WPS) is an essential element to achieve this inclusivity in the BARMM. Women have significantly contributed to the Mindanao peace process, serving as negotiators, peace advocates, and agents of change on the frontlines. Their continued participation is essential to building a lasting peace that meets the needs of all communities. Yet, the principle of inclusiveness extends beyond gender to encompass all marginalized groups, including indigenous peoples.
Inclusive democracy and moral governance are also crucial in promoting inclusiveness. When leaders prioritize the well-being of all citizens and ensure equal representation in decision-making processes, it fosters trust and empowers marginalized communities to participate meaningfully.
JICA recognizes and echoes the importance of Women, Peace and Security (WPS) and broader inclusiveness. This is reflected in our support for the Mindanao peace process, which includes providing capacity development programs for administrative staff and ensuring a gender-inclusive approach to regional development in the BARMM.
As we celebrate the progress made in Mindanao, we must also reaffirm and be ready to share the significance of this achievement in a broader global context. The world faces multiple and compound challenges, including Russia’s aggression against Ukraine and humanitarian crisis in Gaza. In this landscape of uncertainty and turmoil, the Mindanao peace process stands out as a beacon of hope, a testament to the enduring power of dialogue.
We commend the Government of the Philippines, the MILF and all stakeholders involved, including international supporters, for their unwavering dedication to peace. Your success demonstrates that even complex conflicts can be resolved through constructive dialogue, a strong commitment to human security for all, and joint actions. Essentially, the Mindanao peace process serves as a model for conflict-ridden regions, offering a path towards a more peaceful and secure future.
In the lead up to the historic Bangsamoro Parliament Election in May 2025 and the anticipated establishment of the Bangsamoro Autonomous Government in June 2025, let us use this symposium as an important platform to plan a brighter future for the BARMM. With the help of distinguished speakers and panelists, we aim to build a common understanding of the region's challenges and opportunities.
Accordingly, our discussions today focus on three main areas.
First, how can we maintain peace amid ongoing challenges? This requires sustained efforts to build trust and strengthen institutions and human resource capacity.
Second, what strategies can we implement to ensure inclusive development? Empowering and uniting all communities is key to reaching the last mile and deliver advanced peace dividends.
Third, how can we promote economic growth and job creation for all? It is important to attract investments, encourage the development of the private sector, and ensure a fair distribution of resources. This will enable all individuals and communities in the BARMM to enjoy the long-term dividends of peace.
In closing, let us be reminded that the challenges ahead are significant. However, the progress achieved so far is a testament to the perseverance and determination of the Bangsamoro people. Through continuous dialogue, collaboration, and commitment to inclusiveness and human security, we can ensure a brighter future for the BARMM.
JICA joins all stakeholders in hoping for a future where the Bangsamoro people can truly unite and build a prosperous and peaceful region – a "Consolidated Bangsamoro". Here, I would like to reaffirm that, building on the experience of more than 20 years in the cooperation for the peace in Mindanao, JICA will stay engaged and continue our cooperation further for BARMM for the development of the region, the entire Philippines, and the world. The road to lasting peace is rarely smooth, but together we have come a long way. May this constant hope and unwavering commitment guide us as we continue to work together for peaceful and prosperous BARMM.
