これらのバックグラウンドペーパーは、人の移動・避難・教育をテーマに扱う2019年版の「ユネスコ・グローバル教育モニタリングレポート（UNESCO Global Education Monitoring Report: GEMレポート）」の作成に役立てるバックグラウンド情報として作成されたものです。

JICA研究所の黒田一雄客員研究員（早稲田大学教授）は、JICA研究所の杉村美紀客員研究員（上智大学教授）、東京大学の北村友人准教授、共立女子大学の浅田サラ准教授とともに、「Internationalization of Higher Education and Student Mobility in Japan and Asia」を執筆しました。

さらに、上智大学の丸山英樹准教授が「Challenges for Immigrants in Formal and Informal Education Settings in Japan」、大学改革支援・学位授与機構の森利枝教授が「Higher Education Possibilities for and Constraints on International Students in Japan」、セーブ・ザ・チルドレン・ジャパンの塩畑真里子氏が「Education for Displaced Populations in Karen State, Myanmar」、群馬県立女子大学の徳永智子講師が「Possibilities and Constraints of Immigrant Students in the Japanese Educational System」を執筆しています。
