2024年3月まで JICA北海道（帯広）の長期研修員として北見工業大学大学院に留学していたモンゴルのハバさんからのメッセージが届きました！
We have received a message from Mr.Khaba, a Mongolian ex-participant of JICA KCCP (long-term training program) who had studied at Kitami Institute of Technology until March 2024. (The original English text follows Japanese one.)


私はアマルサイハン・ハンバヤルです。現在モンゴルの首都ウランバートルに妻と2人の子供と暮らしています。私は、モンゴル科学技術大学で2013年に土木工学の学士号を、2017年に財務管理の修士号をそれぞれ取得しました。

2019年に参加したJICAの短期研修で日本、特に北海道札幌市に一時滞在する機会があり、その時から長期的な日本留学を考えるようになりました。
そして2022年、JICAが実施する「道路アセットマネジメント」プログラムに参加し、北海道の北見工業大学で2年間、道路堤防の地盤凍結の特性について研究し、修士課程を修了しました。希望する大学に入学し、無事に卒業できたことに大変満足しています。

2022年に日本に入国した時はまだCOVID-19の流行が収まっていなかったため、東京で10日間隔離生活を送り、その後JICA北海道センター（帯広）で5日間のリフレッシュコースにも参加ました。ようやく北見に到着した日、指導教官の中村大教授をはじめとする皆さんが温かく迎えてくださったことを今でも覚えています。1年次に必要な科目をすべて履修したので、最終年次は研究のみに集中することができました。長期研修員として日本に滞在中に多くの日本人と外国人の友人ができました。また、JICAが日本の道路セクターの活動を紹介してくれたり、日本の習慣や歴史的発展に関する短期講座に参加させてくれたりしたことが大変ありがたかったです。日本の多くの都道府県を旅行しましたが、それぞれの都道府県がユニークな特徴を持っていることにも驚きました。

現在は留学前の職場である「道路交通開発センター」で勤務をしています。モンゴル道路交通省の下で政策を実施する組織です。私の現職は道路維持管理部門の責任者で、モンゴルのすべての国道と橋の維持管理を監督するのが主な仕事です。以前は、民間企業で道路設計・建設エンジニアとして、また道路交通省で専門家として働いていました。

今後は、日本で得た知識や知見を生かし、モンゴルの道路業界の課題解決に向けた新たなプロジェクトを立ち上げ、実施することで、JICAモンゴル事務所とともにモンゴルと日本の協力関係の発展に貢献していきたいと考えています。

最後に、日本での私生活についても触れさせていただきますと、JICAのルールで妻と長女は私より6か月遅れて来日しました。長女は北見市内の幼稚園に通い、多くのことを学ばせていただきました。また、最も素晴らしかったことは長男が日本で出生したことです。長男は2023年12月1日に北見市の赤十字病院で生まれました。ですから、日本でのすべての時間は私と家族にとってかけがえのない幸せな時間でした。

最後に、日本留学中にお世話になった北見工業大学の中村大先生、JICA北見デスクの茶谷堅志朗さん、JICA北海道センター（帯広）の大澤理絵さん、そしてJICA北海道センター（帯広）及びJICA本部のみなさまに御礼申し上げます。

My name is Amarsaikhan Khanbayar. I live in Ulaanbaatar, the capital of Mongolia, with my wife and two children. I graduated from the Mongolian University of Science and Technology with a degree in Civil engineering in 2013, and a master's degree in financial management in 2017.

I am currently assigned to my former job before studying in Japan. The name of our organization is "Road and Transportation Development Center" SOE. It is an organization that implements policy under the Mongolian Ministry of Road and Transport. My current position is the head of the Road Maintenance and Operation division, and my division has the main task of supervising the maintenance of all state roads and bridges in Mongolia. I have previously worked as a road design and construction engineer in private companies, and also as a specialist in the Ministry of Roads and Transport.

In the future, I will contribute to the development of Mongolia-Japan cooperation with the JICA Mongolia branch by initiating and implementing new projects to solve problems in Mongolia's road industry using the knowledge and acquaintances I have gained in Japan.

In 2019, I had the opportunity to stay temporarily in Japan, especially in Sapporo, Hokkaido, through JICA's short-term training, and from that moment on, I started to think about studying in Japan for the long term and improving my profession.

Then in 2022, I participated in the Road Asset Management scholarship program implemented by the JICA and completed my Master's degree at Kitami Institute of Technology, Hokkaido, Japan, studying the characteristics of soil freezing of road embankments for 2 years. I am extremely satisfied that I was able to enroll in the university of my choice and graduate successfully.

When I went to Japan in 2022, I spent 10 days in quarantine in Tokyo because the COVID-19 pandemic had not subsided. After that, also attended a 5-day refresher course at the JICA Obihiro Center. After all this, I still remember how warmly my supervisor Prof.Dai Nakamura, and others greeted me when I arrived at Kitami. I completed all the courses I needed in my first year, which allowed me to focus solely on my research in my final year.

I also liked that JICA introduced me to Japanese road sector activities and included me in short courses on Japanese customs and historical development.

I have also made many Japanese and international friends during my studies. I've also traveled to many prefectures in Japan and it's amazing how each prefecture has its unique characteristics.


Finally, I should mention my personal life in Japan. I brought my wife and daughter to Japan 6 months after I went to Japan under JICA rules, and the most amazing thing is that we have a newborn in Japan. My son was born on December 1, 2023, at the Red Cross Hospital in Kitami. As my daughter, she went to Kindergarten in Kitami and learned a lot there. So the entire time in Japan was an invaluable happy time for me and my family.
