2024年3月まで JICA北海道（帯広）の長期研修員として北見工業大学大学院に留学していたインドネシアのガトットさんからメッセージが届きました！
We have received a message from Mr. Gatot, an Indonesian ex-participant of JICA KCCP (long-term training program) who had studied at Kitami Institute of Technology until March 2024. (The original English text follows Japanese.)

JICA長期研修員として2024年3月に北見工業大学を卒業したガトット・ヴィルジャントです。感謝の気持ちと、新たな決意、そして新たな目標を胸に、この二通目の手紙を書いています。日本での学びは、私の職業人生と私生活に深く影響を与えた、大きな転機となりました。帰国後の私の歩みについてお話しさせてください。

卒業式で最も思い出深い瞬間の一つは、北見工業大学の鈴木宗一郎学長からミント賞をいただいたことです。この賞は、学業成績だけでなく、日本での滞在期間中の粘り強さ、成長、そして異文化学習に対する評価でもありました。卒業後、誇りと社会貢献への新たな決意を持ってインドネシアに戻りました。（ミント賞：北見工業大学学生後援会の支援のもと、北見に由来するハッカのようにさわやかでユニークな学部および大学院学生の研究活動、課外活動、社会活動などを表彰するもので、2024年は10名が受賞）

2024年8月、JICAインドネシアの桒田氏とヨハネス氏と共にJICA留学プログラムの準備に携わることができたことも、大変光栄に思います。このプログラムは、知識の共有と協力を通じて、インドネシアと日本の絆をさらに強める、有望な取り組みだと確信しています。

そして2025年2月、住宅・居住区省 居住区総局 居住区管理システム・戦略局 戦略・プログラム・予算小局（エシュロンIII）の局長という新たな役割を委ねられました。
聡明で先見の明を持つ直属の上司であるクレシュナリザ・ハラハップ氏、誠実さと献身の体現者である局長フィトラ・ヌール氏、そのビジョンと献身的な姿勢で省全体に刺激を与えている大臣マルーラール・シライト氏の卓越したリーダーシップの下で職務を遂行できることを、大変光栄に思います。

私たちは共に、プラボウォ・スビアント大統領の使命であるインドネシア全土に300万戸の住宅を建設するという目標の実現に取り組んでいます。これは大胆かつ極めて重要な使命であり、決意だけでなく、革新、協力、そして強力な国際パートナーシップが不可欠です。この精神のもと、2025年5月にはJICAインドネシアの角田氏と面会し、インドネシアに日本の住宅技術を導入する方法について話し合いました。私が特に熱心に取り組んでいるアイデアの一つは、アパート型住宅の導入です。これは、私が日本に住んでいた際に経験した効率的でコンパクト、そして快適なアパートにヒントを得たものです。このモデルは、インドネシアの都市部、農村部、沿岸部など、あらゆる地域に適応可能な、高品質で手頃な価格の住宅ソリューションを提供できると考えています。同月には、世界銀行との戦略協議も行い、国家の住宅問題の優先事項をさらに支援するための資金調達メカニズムや技術支援について検討しました。

学問の世界から公務員の世界に戻ることの難しさも、私は認識せずにはいられません。海外で学んだことを応用することは、特にインフラ、政策、あるいは社会の備えに限界がある場合、困難を伴うことがあります。しかし、私はポジティブな見方を崩していません。JICAのような機関と、特に強力なパートナーシップを築き続けることで、これらの障害を克服し、意義深く永続的な影響を与えることができると信じています。
同窓生、同僚、そして友人の皆様へ。日本への留学を通して得た国際的な経験は単なる個人的な節目ではなく、集団の進歩への足がかりとなることを改めて実感していただければ幸いです。集中力を保ち、粘り強く、そして知識を母国での奉仕活動に活かしていきましょう。

共に、卓越性を目指して努力を続けていきましょう。

Dear Mina-sama,
My name is Gatot Virgianto, and I am writing this second letter with a heart full of gratitude, reflection, and renewed purpose. I would like to share my personal journey following my graduation from the Kitami Institute of Technology (KIT) in Hokkaido, Japan—a transformative chapter that has deeply shaped my professional and personal life.

After completing my studies and graduating cum laude, I returned to Indonesia with a sense of pride and a renewed commitment to serve. One of the most memorable graduation moments was receiving the MINT Award directly from the President of KIT, Mr. Suzuki Soichiro. This recognition was not only an acknowledgment of academic achievement but also of perseverance, growth, and cross-cultural learning throughout my time in Japan. (Mint Award: Supported by the Kitami Institute of Technology Student Support Association, this award recognizes the research, extracurricular, and social activities of undergraduate and graduate students that are refreshing and unique, like the mint that originates in Kitami. Ten students were awarded this award in 2024.)

In August 2024, I was honored to engage in preparations for the upcoming JICA Scholars Program with Kuwata-san and Yohanes-san from JICA Indonesia—a promising initiative that I believe will further strengthen the bonds between Indonesia and Japan through knowledge exchange and cooperation.
As of February 2025, I have been entrusted with a new role as Head of the Strategy, Program, and Budgeting Subdirectorate (Echelon III) under the Directorate of System and Strategy for Settlement Management, within the Directorate General of Settlements, Ministry of Housing and Settlements. I feel truly privileged to serve under the outstanding leadership of
Mr. Kreshnariza Harahap, a brilliant and forward-thinking direct supervisor;
Mr. Fitrah Nur, our Director General, who exemplifies integrity and commitment; and
Mr. Maruarar Sirait, our Minister, whose vision and dedication inspire the entire Ministry.
Together, we are working to realize the mandate of President Prabowo Subianto: to build 3 million homes across Indonesia. It is a bold and vital mission—one that requires not just determination, but also innovation, collaboration, and strong international partnerships. In this spirit, I had the opportunity in May 2025 to meet with Mr. Kakuda from JICA Indonesia, where we discussed ways to introduce Japanese housing technologies in Indonesia.

One idea I am particularly passionate about is the introduction of Apato-style housing—inspired by the efficient, compact, and comfortable apartments I lived in during my time in Japan. I believe this model could offer a high-quality, affordable housing solution adaptable for urban, rural, and coastal areas in Indonesia. That same month, I also held strategic discussions with the World Bank, exploring financing mechanisms and technical assistance to further support our national housing priorities.

I would be remiss not to acknowledge the challenges of transitioning from academia back into public service. Applying what we’ve learned abroad can be demanding, especially when faced with limitations in infrastructure, policy, or societal readiness. Yet, I remain optimistic. I believe that by continuing to forge strong partnerships—especially with institutions like JICA—we can overcome these obstacles and make meaningful, lasting impact.

To my fellow alumni, colleagues, and friends: I hope this journey reminds you that international experiences are not just personal milestones—they are stepping stones for collective progress. Stay focused, remain resilient, and let your knowledge empower your service at home.
