本書は、ILOによる「東南アジアの繁栄のためのスキル・マレーシア」プログラムの前チーフ・テクニカル・アドバイザーの森純一氏、JICA緒方研究所シニア・リサーチ・アドバイザー／政策研究大学院大学（National Graduate Institute for Policy Studies: GRIPS）名誉教授の大野泉氏が編者を務めており、JICA緒方研究所の研究プロジェクト「日本の産業開発と開発協力の経験に関する研究：翻訳的適応プロセスの分析」の成果の一部として発刊されました。本書は、3つのテーマ（産業政策、品質・生産性向上、産業人材育成）から成る研究プロジェクトの書籍シリーズの最終巻です。
